(10th Cycle) and authorize the appropriation and expenditure of

Recommendation:
By Minute Motion, (1) authorize Sheila Gilligan, Assistant City Manager of Community
Services to sign and submit application for the Used Oil Recycling Block Grant, FY
2004/05 (10th Cycle); and (2) authorize the appropriation and expenditure of funds in the
amount of $13,322 from the Unobligated Recycling Fund, Account No. 236-4195-454-
3090.
Executive Summary:
The funds will be utilized as part of the City's Permanent Household Hazardous Waste
Facility in the full amount of $13,322. The facility accepts used oil, household
hazardous waste, and e-waste or universal waste. The funds will be used for HHW
Permanent Facility hauling, public education, and some personnel costs (see
application for cost breakdown). California Integrated Waste Management Board will
advance 90% of the funds and hold 10% on a reimbursement basis until proof that all
grant/program conditions have been met.
Discussion:
City Council authorized the expenditure of City funds and applying for grants that
pertain to the implementation of HHW and Used Oil Collection programs. Under this
guideline staff continues to apply for all Used Oil and Block Grant and HHW Grant
applications to continue funding the facility without impact either the City's or Waste

Management's budget. This also alleviates having to potentially charge residents to
recycle these materials, which have been banned from landfills.
Staff therefore requests that City Council authorize Sheila Gilligan, Assistant City
Manager of Community Services to sign application and submitted to CIWMB and to
appropriate and expend funds as provided above.

RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF PALM DESERT AUTHORIZING USED
OIL AND HOUSEHOLD HAZARDOUS WASTE
GRANT APPLICATIONS TO THE CALIFORNIA

BOARD.
WHEREAS, the people of the State of California have.enacted the California Oil
Recycling Enhancement Act that provides funds to cities and counties for establishing and
maintaining local used oit collection programs that encourage recycling or appropriate
disposal of used oil; and
WHEREAS, the people of the State of California have enacted Assembly Bill 1220
(Eastsn, 1993) that provides grants to local governments to establish and implement waste
diversion and separation programs to prevent disposal of hazardous waste, including
household hazardous waste (HHW) in solid waste landfills; and
WHEREAS, The California Integrated Waste Management Board has been
delegated the responsibility for the administration of these programs within the State,
setting up necessary procedures governing application by cities and counties under these
programs; and
WHEREAS, the City of Palm Desert intends to apply for'used oit and household
hazardous waste grants to fund various waste diversion projects in the future; and
WHEREAS, The .City of Palm Desert will enter into agreements with the State of
California for development of the projects.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of
Palm Desert, California authorizes the following:
1. Authorizes the submittal of grant applications to the California Integrated
Waste Management Board for all available grants under the California Oil Recycling
Enhancement Act and all available HHW grants under the California Integrated Waste
Management Act for the period of June 1, 2002 through March 31,2006; and

2. The Assistant City Manger of Community Services Sheila R. Gilligan, or a
designee, is hereby authorized and empowered to execute in the name of the City of Palm
Desert all necessary applications, contracts, payment requests, agreements, and
amendments hereto for the purposes of securing grant funds and to implement and carry
out the purposes specified in the grant application.
PASSED, APPROVED, and ADOPTED at a regular meeting of the City Council
of the City of Palm Desert held on this I4th day of March, 2002, by the following vote, to
wit:

Status Report Update
Used Oil Block Grant
And
HHW Grant
Met with Valerie Ward on April 20, 2004, to discuss the Used Oil Block Grants and the
HHW Grants.
Used Oil Block Grant 8th Cycle:
Valerie will be ordering used oil containers to expend budgeted $5,000 by end
of April no later than first week in May.
Direct Mailers (billing inserts) will be completed for HHW and Used Oil —
this will expend budgeted $2,000. This will be completed by end of April first
week in May.
HHW Permanent Facility budget — Valerie will be expending approximately
$6,500 (remaining out of $10,000) for MSE contract costs. (Note: Overage
will be reimbursed upon receipt of 10% retention.)
Used Oil Block Grant 9th Cycle:
Publicity and Education budget of $3,000 — Valerie and I will put together a
program to educate the public (i.e., purchase and distribution of used oil
containers as well as educational materials at businesses, the Annual Business
Expo., and/or create and education spot for Channel 10.)
HHW Permanent Facility budget — funds will be expended on MSE contract
costs.
Load Checking budget - Valerie will check into this and see when, how often,
and how much these activities cost. Nothing expended to date.
o Lock Check: Have they been conducted in the past and is this
mandatory? If it is, what do we need to do?
Used Oil Block Grant 10th Cycle: To be submitted to CIWMB by June 1, 2004.
Publicity and Education budget: We will create public education program that
targets the Spanish speaking audience.
Include Load Checking Costs: Need to determine how often required, what it
entails, and the cost.
HHW Permanent Facility budget: Budget for MSE Contract costs.
