REQUEST: City Council's ratification of the FY 2004/05 City/County Beverage
Container Funds submittal to be utilized for the Palm Desert Civic
Center Park Recycling Program in the amount of $12,187.

Recommendation:
By Minute Motion, (1) ratify the submittal of the City/County Funding Request for FY
2004/05 to the Department of Conservation in the amount of $12,187; and (2) authorize
the expenditure of funds in the amount of $21,911.75 towards the Palm Desert Civic
Center Park Recycling Program from Account No. 236-4195-454-3090.
Executive Summary:
The City of Palm Desert will receive $12,187 for FY 2004/05 from the California
Department of Conversation's Division of Recycling. These funds will be utilized to fund
the City's Park Recycling Program. This program will directly benefit the City's diversion
rate and program implementation aspect of AB939 mandate. The total cost of the
trash/recycling containers for the Palm Desert Civic Center Park is $21,911.75. Funds
have already been set aside within this account for such programs and purchases.
Discussion:
The City/County Funding Request is an annual allocation that is applied for by cities and
counties. The deadline for submittal was May 3, 2004. Since City Council did not have
its April 28, 2004, meeting and the deadline was prior to the first meeting in May, staff
submitted the application and is now requesting that it be ratified by City Council.

The funds will be utilized to purchase trash/recycling containers for the Civic Center
Park. The total cost for containers is $21,911.75 that will be initially paid out of the
Recycling Account. However, after the funds have been received from DOC a portion
of the cost will be paid for by the City/County funds in the amount of $12,187 and the
remaining portion in the amount of $9,724.75 will be paid out of Account No. 236-4195-
454-3090 (Recycling Account). This account has funds set aside for recycling programs
and purchases. Once the grant funds have been received, they will be applied to this
account.

The City of Palm Desert plans to implement a beverage -recycling program within all City parks. The first park will be
the Palm Desert Civic Center Park located at 73-510 Fred Waring Drive, Palm Desert. The goal is to achieve a 5 to 10
percent beverage -recycling rate within the Civic Center Park, and to expand the recycling program to other parks as
each park is identified.
By installing recycling beverage containers within City parks the opportunity to recycle will be available for all persons
utilizing the parks. The City will also implement a public education awareness program to educate and make park
visitors aware of recycling and the environment.

The City of Palm Desert will track the recycling volume through Waste Management of the Desertand on -site
observation by the City's Parks Crew. Since this is a new program to the City's parks, there is no recycling rate to
compare to thus no baseline data. The baseline data will be established at the end of the first program year. The City
will track all plastics, aluminum (cans), and glass (bottles) recycled at the Civic Center Park and other parks as the
program is expanded.

Funds for FY 2001/02 and FY 2002/03 were awarded to the College of the Desert to implement its campus -wide
beverage -recycling program. The program was new to the campus in FY 2001/02 as a result there were no pre -
tonnage numbers to compare against and Waste Management was unable to setup a tracking mechanism until January
of 2002. Therefore, the numbers reported for 2001 will not be for a complete year and the percentage comparison will
be a little off. By the end of the first year the College recycled 33.51 tons (July through December) of recycled materials
and in FY 2002/03 recycled 39.56 tons (January through December). This resulted in a 6.05 tonnage increase in
recycling from FY 2001/02 to FY 2002/03. (The City has a commingled recycling program, therefore, all materials
including paper will be accounted for in the above numbers.) Waste Management of the Desert calculated the
percentage numbers by tracking the weight of each material and through observation of materials recycled. The
College was able to determine the success of the program through on -site observance and student surveys. The
student surveys reflected an increase in the awareness of recycling on campus by students and staff, which in turn has
resulted in an increase in the overall participation rate.
The College initially experienced some problems implementing the program. The real issue was more from the
maintenance staff than from the students. The issue was obtaining buy -in from the maintenance personnel and getting
them to empty campus -recycling containers into recycling .dumpsters instead of the regular trash dumpsters. The issue
with students was more about breaking old, bad habits such as throwing all items into the regular trash containers
instead of the recycling containers and obtaining student participation to assist in the program implementation.
However, the College Recycling Program is now up and running and should expend all awarded funds by the end of
the year the next school year.
