CALL TO ORDER Amir (Ali) Hamidzadeh, Director of Building Safety, called the meeting of the Historic Preservation Committee to order at 10:00 a.m. II. ROLL CALL Present: Bob Pitchford Kent Routh Jan Holmlund Jim West Muriel Surles Kay Young Also Present: Amir Hamidzadeh, Director of Building and Safety Richard Twedt, Public Arts Manager Frankie Riddle, Sr. Management Analyst Hal Rover, President Historical Society III. ORAL COMMUNICATIONS None IV. OLD BUSINESS None V. NEW BUSINESS A. INTRODUCTION OF COMMITTEE MEMBERS Amir Hamidzadeh asked Committee members to introduce themselves and provide a brief background. After introductions, Amir pointed out that because of the backgrounds of the members that he foresees a lot of good things coming from of this Committee. F. VOTE FOR COMMITTEE CHAIR & VICE CHAIR G:\BIdgSfty\Mary Clark\Word data\Historic Preservation Committee\Minutes 92704.doc 1 HISTORIC PRESERVATION COMMITTEE Minutes SEPTEMBER 27, 2004 Amir Hamidzadeh suggested Item F. on the agenda -- election of Chair and Vice -Chair be moved up to the next item on the agenda. Amir asked for nominations and/or volunteers. Janice Holmlund indicated she would volunteer to serve as Chair. By show of hands Janice Holmlund was unanimously elected as Chair of the Historic Preservation Committee 6-0. Kent Routh volunteered for the Vice -Chair position and by show of hands was unanimously elected to Vice -Chair of the Historic Preservation Committee 6-0. Amir indicated that the Committee needs to determine terms of office as outlined in Ordinance No. 401, which serves as the Committee's By -Laws. He pointed out that the terms are as follows: two — 2-year terms; two — 3-year terms; and three — 4-year terms. The terms of office were determined by drawing lots as follows: Jim West — 3 years Kay Young — 4 years Janice Holmlund — 4 years Minnie Suries — 4 years Kent Routh — 2 years Bob Pitchford — 3 years Amir Hamidzadeh said that the vacant position would be a 2-year term. Amir Hamidzadeh suggested that the Committee adopt a Mission Statement. He pointed out that Section 29.050.010--Purpose and Authority, Ordinance No. 401 would be a good place to begin to develop the Mission Statement and asked for any ideas that the Committee members might have. Amir said that this could be an item for the Committee to schedule on the next agenda and bring ideas. Committee Member Jim West suggested that the current wording in the Ordinance is a good beginning for the Committee's mission, and that they might want to make improvements to the entire Ordinance, as they get further along. Chair Jan Holmlund indicated that she agreed and has recommended to other cities that they use the City of Palm Desert Ordinance. After discussion it was determined that Section 29.05.010—Purpose and authority would be the Committee's Mission Statement. Amir indicated that by the next meeting there would be a formatted mission statement for them. B. DISCUSSION OF POSSIBLE CONSERVATIONS G:\BldgSfty\Mary Clark\Word data\Flistoric Preservation Committee\Minutes 92704.doc 2 HISTORIC PRESERVATION COMMITTEE Minutes SEPTEMBER 27, 2004 Chair Jan Holmlund provided and reviewed a list of potential historical sites (houses and businesses) located in Palm Desert. Committee Member Jim West suggested that the Committee build on the list provided by Jan. Chair Jan Holmlund also said that there is additional information available at the Historical Society and encouraged members to visit and become familiar with the information available. Chair Jan Holmlund indicated that she would like to know where the records on historic buildings, files for the Committee, photos, etc. would be maintained and preserved. Amir Hamidzadeh, Director of Building and Safety, indicated that a space could be provided in the Department for the Committee files. He suggested that records could possibly be scanned for preservation as is being done for other building historical records. Richard Twedt, Public Arts Manager, said that some of the information should be shared with the rest of the country and possibly the Internet is a good place to maintain some of the information particularly residences related to celebrities. Richard suggested that there could be a web site developed just for historical residences with a map where people could do a self guided tour, and he suggested that we could market as a tourist attraction. Several of the members thought a web site would be a good idea. Frankie Riddle, Sr. Management Analyst indicated she could check and see if funds are available to support this project. Amir Hamidzadeh, Director of Building and Safety, said that possibly we could use some City resources as well. It was also pointed out that the Historical Society is developing a web site and there could be a link to that site as well. C. COMMITTEE'S GOALS AND GUIDELINES Chair Jan Holmlund pointed out that there are a lot of tasks that needs to be done by this Committee. She indicated that she would like for the Committee members to determine Committees are needed because that would be another way to get volunteers to come and work with Committee members. She pointed that there has already been one survey done in Riverside County of Historic Resources, and she would like to see that this is made available to the Committee so that everyone has an idea of what has been done. Committee Member Jim West indicated that one of the things he has seen happen is if a professional survey is done too early you end up paying more than you should. He pointed out the Committee needs to get their own list and background together into a package as soon as we can and then hand it to a professional group to conduct the survey. A Historic Survey Subcommittee was formed of Committee Members Jim West, Minnie Surles, and Kent Routh to develop a list of the ten (10) most important historic sites. G:\BldgSfty\Mary Clark\Word data\Historic Preservation Committee\Minutes 92704.doc 3 HISTORIC PRESERVATION COMMITTEE Minutes SEPTEMBER 27, 2004 A Media/Web Site Subcommittee was formed with Committee Member Kent Routh and staff Amir Hamidzadeh and Richard Twedt to assist in development of web site and marketing. Chair Jan Holmlund moved that the Committee follow the Federal Guidelines for preservation in conjunction with Ordinance No. 401, with modifications as they pertain to Palm Desert. Committee Member Jim West moved for approval, and Committee Member Bob Pitchford seconded it. The motion received unanimous approval 6-0. Committee Member Kent Routh asked if the Historic Preservation Committee has a budget. Frankie Riddle, Sr. Management Analyst, indicated that if there were a need for the Committee to have a budget a request would need to made to the City Manager. She indicated that primarily the monies would come from grants, fund raisers, etc. Amir Hamidzadeh, Director of Building and Safety, indicated that he would check with Mayor Robert Spiegel regarding a Council Liaison for the Historic Preservation Committee. There was also discussion whether the group is a Committee or Commission and Amir indicated he would check on this too. He also said he would get a copy of the Brown Act. Hal Rover said that as a way of early promotion the Committee should consider an article for the City of Palm Desert Bright Side. The November issue would be the next available issue. After discussion by the Committee, Committee Member Muriel Surles moved that an article be written about Jillians for the City of Palm Desert Bright Side. Kurt Routh seconded the motion. It passed uninamously by a vote of 6-0. Frankie Riddle, Sr. Management Analyst, said she would notify Kristy Kneiding that there is an article coming for the November issue. Amir Hamidzadeh, Director of Building and Safety, said that this would also be an opportunity to introduce the Historic Preservation Committee to the community through the Bright Side. D. REVISE PRESENT CITY ORDINANCE 3. Building Code Requirements — Amir Hamidzadeh, Director of Building and Safety, indicated that a copy has been provided to all Committee Members, and if the members ever have questions pertaining to the 2001 California Historical Building Code he is available to answer them. REVIEW CRITERIA FROM CITIES AND STATE WITH ESTABLISHED PRESERVATION COMMISSIONS. Chair Jan Holmlund requested that the following publications be provided to the Historic Preservation Committee: Preservation Tax Incentives for Historic Buildings (Federal Incentives & Local Incentives); Comprehensive Statewide Historic Preservation Plan for California 2000-2005; and Comprehensive Statewide Historic Preservation Plan for California 1997. Frankie Riddle, Sr. Management Analyst, said she would provide the copies. G. ESTABLISH LINES OF COMMUNICATION Amir Hamidzadeh, Director of Building and Safety, asked everyone to review the roster that is in their packets to make sure that we had the correct phone numbers, addresses, etc. The City of Palm Desert will order nametags for the Historic Preservation Committee. It was determined that the last Monday of each month will be the regular meeting date for the Historic Preservation Committee in the Administrative Conference Room, City of Palm Desert. The next Meeting will be held Monday, October 25, 2004, 10:00 a.m., Administrative Conference Room. VI.
