Recommendation:
By Minute Motion, that the City Council approve the recommendation for
assistance from the Facade Enhancement Program in the amount of
$70,000 by James A. and Miriam Diamond Chesterforfacade improvements
to front and rear of a commercial building located at 73-845 Highway 111
containing the Manhattan Bagel;
Executive Summary:
Approval of the request will assist Mr. and Mrs. Chester, owners of a building located at
73-845 Highway 111, with a complete facade renovation of both the front and back
entrances. Denial of the request will not allow assistance with the renovation of the two
facades.
Discussion:
James A. & Miriam Diamond Chester are the owners of both the Manhattan Bagel
franchise and the building its located in at 73-845 Highway 111. Last year, an electrical
fire in the shop completely gutted the inside of the building. Since that time, the interior
has been completely renovated and the former residential apartment on the second floor
has been converted to office space.

The approximate budget to complete the facade improvements as approved by the
Architectural Review Committee is between $150,000 and $175,000, and Mr. and Mrs.
Chester have requested funding in the amount of $70,000. This eceeds the provisions
of the Facade Enhancement Program, which would be limited $35,000 for this size facility.
The rear side of the Manhattan Bagel Building is much more significant than for most
businesses since the majority of customers will enter there due to limited parking in front.
The improvements to both the front and rear of the building will architecturally unify the
exterior. The second story of the building will become a bolder element considerably
enhancing the building's appearance. Patio dining will be included in the improvements
and will blend well with the building.
Staff presented the request to the Retail Committee for its review and direction. The Retail
Committee took into consideration the size of the location, its extensive renovation, and
the fact that there are two public entrances to the building. The Committee felt that the
dual facade merited additional funding. Since two facades exist at the one location, the
Retail Committee recommends the assistance of $70,000, the equivalent of $35,000 for
each facade. Staff concurs with the Retail Committee and recommends funding in the
amount of $70,000 from the Facade Enhancement Program.
