DATE: November 18, 2004 CONTENTS: Contract from Kimberly Shannon SUBMITTED BY: Sheila R. Gilligan, Assistant City Manager for Community Services Recommendation: 1. Approve the staff recommendation and authorize the Mayor to execute a one year contract with Kimberly Shannon, Interactive Marketing and Web Site Consultant; 2. Appropriate $66,000 to the MIS budget account, Account 110-4190-415-3091. Discussion: Staff continues to monitor the effectiveness of all three of our websites — the e-gov site, the tourism site, and the art site. All three were created by Sitewire out of Phoenix, and the City definitely feels that the product delivered by Sitewire was far greater than any expectation we had. We get compliments on all three sites daily. The biggest challenge facing us with our technology is keeping it updated, implementing the various capabilities, E commerce/click to Gov integration management, and feature enhancements. Kimberly Shannon, formerly of Sitewire, was asked to submit a proposal to provide services to manage various elements of the City's online presence that are not currently addressed with our Sitewire contract. 1 Contract No. C23180 Staff Report Request for Approval of Contract with Kimberly Shannon, Interactive Marketing November 18, 2004 This proposal has been reviewed by the Director of Finance Paul Gibson, MIS Manager Doug VanGelder, Marketing Manager Kristy Kneiding, Assistant City Manager Homer Croy, and Assistant City Manager Sheila Gilligan. In order to stay one step ahead of today's technology, the City must make a strong commitment to the future of its websites. This could be a full-time job; however, the reviewing group all agreed that it would be better to contract for these services at this time, especially in Tight of the fact that we have an individual available who is incredibly well -versed in all three of our websites. In meeting with Ms. Shannon, several new enhancements were discussed which include utilizing the commercial inventory now available on our site, the commercial inventory and traffic statistics section, completing maps and planning section of this site, facilitating credit card usage, making the application process interactive, and assisting in the finalization of the paperless agenda process, to name a few. I have attached a copy of Ms. Shannon's proposal which, if approved, would provide 60 to 70 hours per month in an amount not to exceed $5,500 per month. Staff has negotiated this contract down from $7,000 per month while keeping the services included at a high level. Staff strongly recommends the approval of this contract. Adding personnel would cost almost twice as much and the extent of training for these three sites would be significant. i Subtted By: • SHEILA R. Unused retainer hours expire at the end of the month. Scope does not include any out-of-pocket expenses. Changes in project scope may result in changes to the schedule and budget. Kimberly Shannon is an independent contractor. The City will be billed quarterly for monthly services unless agreed otherwise. Payment is due upon receipt of invoice.
