CALL TO ORDER Chair Jan Holmlund called the meeting of the Historic Preservation Committee to order at 10:00 a.m. II. ROLL CALL Present: Kent Routh Jan Holmlund Bob Pitchford Minnie Surles Jim West Also Present: Hal Rover, President Historical Society Amir Hamidzadeh, Director of Building and Safety Richard Twedt, Public Arts Manager David Erwin, City Attorney Adel Ruxton, Secretary Indian Wells Historic Preservation Foundation Bonnie Bowie Don Graybill Mary Clark, Recording Secretary III. APPROVAL OF MINUTES Committee Member Minnie Surles moved to approve the minutes of the November 29, 2004 meeting as submitted. It was seconded by Committee Member Kent Routh and unanimously approved 5-0. IV. ORAL COMMUNICATIONS A. Statement of Economic Interests — David Erwin, City Attorney, explained the purpose of the Statements of Economic Interest to the Historic Preservation Committee and provided his phone number if the Committee members had any questions. Mr. Erwin indicated he would provide brochures "Avoiding Conflicts of Interest" for the Committee members. B. Chair Jan Holmlund suggested that Item B. Old Business — Coordination with City Departments be moved up on the agenda before David Erwin, City Attorney, left the meeting. After explanation and discussion, Mr. Erwin was G:\BldgSfty\Mary Clark\Word data\Historic Preservation Committee\Minutes 013105.doc 1 HISTORIC PRESERVATION COMMITTEE Minutes JANUARY 31, 2005 provided a copy of the draft copy of "Request Routing Historic Plaques" for his review and comments. Amir Hamidzadeh, Director of Building and Safety and Jan Holmlund, Chair Historic Preservation Committee indicated they would begin meeting with City department heads to discuss the internal process for historic buildings. C. Chair Jan Holmlund complimented Richard Twedt, Public Arts Manager, on the article regarding art on El Paseo. Richard Twedt discussed the future sculpture corridor in the north section of Palm Desert and the gallery plans for the new visitor's center. He also indicated that a future goal would be to work with the Historic Preservation Committee to put up historic photographs in the North wing gallery. He is also working on the possibility of a Community Art Center at Entrada. D. Hal Rover reminded everyone of the Randall Henderson trail dedication on Saturday, February 4, 2005 at 1:00 p.m. Mr. Rover shared with the Committee the new first issue of a stand-alone magazine supported by the City. He indicated it is out on the newsstand and copies will be available at the Historical Society office. E. CHAIR REPORT 1. Chair Jan Holmlund introduced Bonnie Bowie. Ms. Bowie provided a brief summary of her background to the Committee and indicated that she is interested in becoming a member. 2. Chair Jan Holmlund introduced Adel Ruxton, Secretary, Indian Wells Historic Preservation Foundation. Ms. Ruxton invited the Committee members to a State historical conference at the Embassy Suites on February 18, 19 and 20, 2005. She indicated that registration fees have been waived for local committees. 3. First historic survey in the City of Palm Desert — Chair Holmlund read the Riverside County Historic Resources Survey bulletin to the Committee and indicated that she would make copies of the original survey on the homes that she found documentation for and place them in each Committee members folder at the Historical Society of Palm Desert office. 4. 2005 Workshop Series State Office of Historic Preservation — Amir Hamidzadeh, Director of Building and Safety, indicated that there are funds available if any of the Committee members would like to attend this workshop series February 14-16, 2005 in Modesto, CA. After discussion, Chair Jan Holmlund indicated that she would check her schedule to see if she could attend. If she cannot, then she would like for staff to check into seeing if we could get copies of conference materials. Jim West, Chair of the Location List Subcommittee, provided a copy of the agenda from the Subcommittee's January 24, 2005 meeting. Mr. West indicated that in order not to invent the wheel he has been paying particular attention to the City of Palm Springs. The City of Palm Springs has just published the Citywide Historic Resource Survey, which is a valuable document that can be used by the Palm Desert Historic Preservation Committee. 2. Progress on Location List — Jim West, Subcommittee Chair, indicated that the Committee is leaning toward adding places where there are structures still on site rather than where they used to be. Mr. West provided a copy of a site map with additional locations. In addition he provided a copy of plaque wording that is being used by the City of Palm Springs. Action: Committee Member Kent Routh moved to accept the progress on the location list and Committee Member Minnie Surles seconded it. It was approved unanimously 5-0. 3. Mr. West provided the article "-- village today tomorrow a city" to the Committee members. He felt this article should help frame what is important when selecting sites and locations and going through the process of formally recognizing historic sites. G. INDIVIDUAL COMMITTEE MEMBER REPORTS/RESPONSE 1. ODell House — Committee Member Minnie Surles presented to the Committee a completed report and letter from Mr. A.J. Odell on the Odell house. In addition, she recommended that this site be plaqued. Ms. Surles also presented a completed report on the Community Church. Action: Committee Member Jim West moved that the report of the ODell house and the First Community Church be retained at City Hall beginning historical files for Historical Preservation Committee. Committee Member Kent Routh seconded it. It was approved unanimously 5-0. 2. Chair Jan Holmlund indicated that it is important for the Historic Preservation Committee to have a place to have files and reference materials now that research is being completed for properties and sites. Amir Hamidzadeh, Director of Building and Safety, indicated that there might be an area of the Department's office that could temporarily house files. Architects Report — Bob Pitchford: Committee Member Bob Pitchford said that he began compiling a list of Walter White houses. Committee Member Jim West said that he knows a group of people who are trying to find out about all of the White properties in the Coachella Valley. Mr. Pitchford indicated that his list is very preliminary and has more research to do. Chair Jan Holmlund asked if Mr. Pitchford could make an architectural list and that staff could make copies. 4. Chair Jan Holmlund asked about the status of a web site, and Amir Hamidzadeh, Director of Building and Safety, said that he has met with the City's representative for our web site and provided her with a copy of the Committee's mission statement. V. OLD BUSINESS A. Facade Enhancement Program — Bryce White was not available for this meeting. B. Coordination with City Departments — moved to Oral Communications IV.B. VI. NEW BUSINESS A. Voluntary assistance (Don Graybill): Chair Jan Holmlund indicated that Don Graybill would like to volunteer by taking pictures. Mr. Graybill informed the Committee of his background and experience in photography. Mr. Graybill said that he would also like to be on the Committee. Committee Member Jim West indicated that he would like to contact Mr. Graybill to begin taking photos of houses on the list. B. Request for Committee budget: Amir Hamidzadeh, Director of Building and Safety, said that he has requested at mid -year budget an amount of $10,000 for the Historic Preservation Committee. It would be for items (i.e. training/seminars, mileage, photos, etc.) but still requires City Council approval. It was decided that Chair Jan Holmlund and Amir would meet and go over budget items in more detail. C. Committee Member Jim West asked if the Milis Act could be a future agenda item. D. After discussion regarding the interest of Bonnie Bowie and Don Graybill to become Historic Preservation Committee members, Committee Member Kent Routh moved to recommend to the City Council that both be considered as members. Committee Member Minnie Surles seconded the motion. It passed unanimously 5-0. VII. CONFIRM NEXT MEETING DATE AND ADJOURN The Historic Preservation Committee's next meeting is Monday, February 28, 2005, 10:00 a.m. in the Council Chambers Conference Room.
