CALL TO ORDER Chair Jan Holmlund called the meeting of the Historic Preservation Committee to order at 10:05 a.m. II. ROLL CALL Present: Jan Holmlund Kim Housken Bob Pitchford Rhonda Rockwell Kent Routh Minnie Surles Jim West Also Present: Hal Rover, President Historical Society Don Graybill Mary Clark, Recording Secretary III. APPROVAL OF MINUTES Committee Member Kent Routh moved to approve the minutes of the January 31, 2005 meeting as written. It was seconded by Committee Member Jim West and unanimously approved 7-0. IV. ORAL COMMUNICATIONS A. Swearing -in of two new members: Rachelle Klassen swore in Kim Housken and Rhonda Rockwell as new members of the Historic Preservation Committee. B. CHAIR REPORT 1. Introduction of New Members: Chair Jan Holmlund introduced the two new Committee members — Kim Housken and Rhonda Rockwell. Committee Members Housken and Rockwell told the Committee about themselves and their backgrounds. City Department meetings and coordination: Chair Jan Holmlund indicated that Amir Hamidzadeh, Director of Building and Safety and herself met with the Directors of Planning and Redevelopment who requested lists and maps of historic sites. Chair Holmlund indicated that those lists need to be renegotiated and a current list developed of properties before projects come to the Historic Preservation Committee before they are demolished. Chair Holmlund said that the list would be discussed in more detail at the workshop following this meeting. 3. Chair Jan Holmlund said that Amir Hamidzadeh, Director of Building and Safety, looked over the office space and could not find enough room for a permanent desk but did find space for files and a temporary study area. Chair Holmlund said that after the meeting the Committee would visit the new areas. 4. Chair Holmlund indicated that she had received a notice about the California Preservation Conference for May 12-15, 2005 in Riverside. She said she would be attending this conference and would make sure all Committee Members received a copy of the conference notice. 5. Chair Jan Holmlund received a call from Carl Reimer from the Candlewood Lodge on the corner of Shadow Mountain, and he is interested in restoration of the property and would like for the Committee to look at the project. This item will be discussed in more detail at the workshop following the meeting. C. SUBCOMMITTEE REPORTS — Jim West 1. Committee Member Jim West provided each member with a copy of the "Incentives for the Preservation of Rehabilitation of Historic Homes in the City of Los Angeles" and indicated that City staff needed to be made aware of this resource and web site (www.gettv.edu) because it relates to what the Palm Desert Historic Preservation Committee will be doing. 2. In addition, Committee Member West provided the `First Ten' Listing from the Subcommittee. He pointed out this is an unofficial list and each property needs to be looked at and voted on individually. The list includes structures that are still standing. 3. Committee Member Jim West provided a copy of an article on Palm Springs that appeared in the New York Times. V. INDIVIDUAL COMMITTEE MEMBER REPORTS/RESPONSE A. Walter White Homes: Committee Member Bob Pitchford provided each Committee Member with a partial list of homes designed by Walter S. White that are still in the City of Palm Desert. Committee Member Pitchford discussed the history of some of the structures on the list. Budget: At the request of Amir Hamidzadeh, Director of Building and Safety, Chair Jan Holmlund announced that a $10,000 budget has been approved for the Historic Preservation Committee. VI. NEW BUSINESS A. Mills Act: Chair Jan Holmlund asked all Committee Members need to become familiar with the Mills Act and a copy was provided in each member's meeting packet. Committee Member Jim West commented that the City of Palm Desert would need to do work in order for residents to take advantage of the property tax program provided for under the Mills Act. B. Committee Member Minnie Surles said it is with regret that she is resigning from the Committee because she is moving to Orange County. She asked that the minutes to reflect her resignation. Chair Jan Holmlund thanked Minnie for the work she has done. C. Chair Jan Holmlund said she received a call from Pat Wilder who is a resident of Santa Cruz, CA and restores historic homes. Ms. Wilder is looking for a big, historical property in the Palm Desert area to purchase and renovate. VII. PUBLIC COMMENTS ON ITEMS NOT ON THE AGENDA None VIII. CONFIRM NEXT MEETING DATE AND ADJOURN The Historic Preservation Committee's next meeting is Monday, March 28, 2005, 10:00 a.m. at the Historical Society, Founders Room. Committee Member Jim West moved that the meeting be adjourned. It was seconded by Committee Member Kent Routh and passed unanimously 7-0. The meeting adjourned at 11:00 a.m. The Historic Preservation Committee met in the Council Chambers Conference Room for a learning workshop after the meeting.
