Executive Summary: Passage of SB 565 would increase the low-income tax credits from 2% to 5% for the low-income housing tax credit allocation program. Background: Current law, relating to the program established to provide low-income tax credits to stimulate the production and rehabilitation of shelter for lower income individuals and families, authorizes the California Tax Credit Allocation Committee to set aside up to 2% of available tax credits for small developments. SB 565 would increase the tax credit from 2% to 5%. Programs that are established to stimulate affordable housing deserve every consideration to ensure their long term success and increasing the allowable tax credits should assist in this regard. Therefore, the Legislative Review Committee recommends that the City Council support SB 565 and direct staff to prepare a letter stating that position to appropriate legislators for the Mayor's signature. %,r PATRICIA SCULLY, CFEE IOR MANA1EMENT ANALYST !SHEILA R.
