Ratify the City Manager's authorization of Change Order #1 to
Contract No. R21620 for Design of a Leach Field at Freedom Park
Discussion:
A major problem for the City of Palm Desert, and the Public Works Department
specifically, is nuisance water. The flow of water through gutters and cross gutters
poses a safety issue and a pavement maintenance issue. Country Club Drive near
Tamarisk Row Drive highlights some of the issues that arise when dealing with a
constant flow of nuisance water from over watering landscapes.
The Public Works Department would like to take advantage of a perfect test site for a
leach field system which will eliminate nuisance waters from pooling on the street
surface and creating a hazard. The proposed soccer field at Freedom Park provides a
large area where water can be infused into the sub -surface. A catch basin would be
constructed on Country Club Drive, west of the proposed soccer field to send the
nuisance water through a filtering process then flow through a series of pipes to
percolate into the ground, well under the playing surface.

Under normal circumstances, the nuisance water would not flow onto the field.
However, this system would be designed so that during a flood event, the soccer field
would act as a detention basin to protect the businesses in the industrial complex down
stream from flooding. During the last rainstorms, the businesses received a
considerable amount of flooding in the parking lots and, in some cases, in the buildings.
During a storm, the water would bubble out onto the soccer field, which would provide a
large area where the storm water could be detained.
The engineers under contract to design Freedom Park have agreed to design this leach
field and to redesign the soccer field to accommodate this proposed system. They have
submitted a proposal of $16,200 for the extra work.
The City Manager has approved the change order and funds are available in drainage
account 420-4291-433-4001.
Therefore, staff recommends that City Council, by minute motion, ratify the City
Manager's authorization of Change Order #1 to Contract No. R21620 for Design
of a Leach Field at Freedom Park.
