REQUEST: Ratify staffs submittal of the FY 2005/06 City/County Beverage Container Fund

Recommendation:
By Minute Motion, (1) ratify staffs submittal of the City/County Fund Request Form for FY 2005/06 to the
Department of Conservation in the amount of $12,247.00; and (2) authorize the expenditure of said funds
towards the purchase of recycling/trash containers for City parks from Account No. 236-4195-454-3090.
Executive Summary:
The City of Palm Desert will receive $12,247.00 for FY 2005/06 from the California Department of
Conversation's (DOC) Division of Recycling. These funds will be utilized to fund the purchase of recycling
containers for City parks. This program will directly benefit the City's diversion rate and program
implementation aspect of the AB939 mandate. Funds have already been set aside within the Recycling
Account for various programs/projects related to the City's recycling efforts.
Discussion:
The City/County Funding Request is an annual allocation that is applied for by cities and counties. The
Department of Conservation now processes application forms on-line, with Council approval staff will
submit application. The deadline for submittal is June 30, 2005.
The DOC funds will offset costs associated with the purchase of containers through Account No. 236-
4195-454-3090. The total cost of the trash/recycling containers for the Palm Desert Civic Center Park
and Palma Village Neighborhood Park is $99,800.20. Funds will be initially paid out of the Recycling
Account until receipt of City/County funds. Again, this account has funds set aside for recycling
programs/projects. Once the funds have been received, they will be applie t thi account.

The City of Palm Desert is expanding its parks recycling program. In an effort to promote recycling the City has and will
be purchasing additinal trash/recycling containers for all City parks. The following areas will be undertaken to increase
recycling awareness, opportunities, and participation rate within parks: Objective: (1) In April 2005 the City will order an
additional 86 container to be placed within identified parks (e.g., 80 within the Palm Desert Civic Center Park Complex
and six (6) within the Palma Village Neighborhood Park; (2) Increase opportunities for park visitors to recycle; and (3)
Increase the recycling rate within parks by 5 to 10 percent. Target: (1) the target audience are visitors to the parks.
Visitors are those that visit daily, family outings, picnics and BBQs, attend special events, concerts, etc.
