SUBMITTED BY: Mark Greenwood, City Engineer DATE: April 28, 2005 CONTENTS: Agreement Vicinity Map Recommendation: Authorize the Mayor to Execute the Agreement with the City of Rancho Mirage for Design and Construction of Landscaped Medians on Monterey Avenue from Country Club Drive to Hovley Lane West. Discussion: On Monterey Avenue at Country Club Drive there is a small median island that extends approximately 360 feet South of the intersection. South of the median there is a group of flexible plastic delineators designed to increase the safety of the arterial and to prohibit certain traffic movements. While the delineators serve a purpose, they create an unattractive entrance into our City from Monterey Avenue. As the medians are currently designed they generally follow the contours of the existing painted median. The only variance from the current configuration comes at the intersection of Sagewood Drive and Monterey Avenue. Due to safety risks, the new medians will prohibit left turns from Sagewood Drive to southbound Monterey Avenue. There is great danger when crossing three lanes of traffic and trying to merge with three lanes of traffic so close to a commercial development. Left turns will still be allowed from Monterey Avenue onto Sagewood Drive. Rancho Mirage has expressed an interest in participating in the construction of landscaped medians to replace the delineators. An agreement has been drafted to allow the project to be constructed as a joint project. This agreement with Rancho Mirage simply outlines what is expected of each party with regard to the financial responsibility for the construction activity on Dinah Shore Drive. Agreement with Rancho Mirage — Monterey Avenue Medians April 28, 2005 Page2of2 A summary of the agreement is as follows: 1. Palm Desert is the lead agency for the project. 2. The project will consist of the construction of a raised landscaped median island from Country Club Drive to Hovley Lane West. 3. Palm Desert and Rancho Mirage are each responsible for 50% of the project cost. 4. After the project is complete, Palm Desert will invoice Rancho Mirage for its portion of the cost. The Riverside County Transportation Commission has approved this project for Measure "A" funding. Funding for our portion is available in Measure "A" account 213-4371-433-4001. Additional funding for the medians and the landscape installation will come from Fund 400 accounts designated for the project. The attached agreement was reviewed and approved by our City Attorney. After execution, the Agreement will be sent to the City of Rancho Mirage for their review and approval. Therefore, staff recommends that the City Council, by minute motion, authorize the Mayor to execute the subject Agreement. Submitted By: Department Head: Mark Greenwood, P.E. Michael Errante, P.E.
