ROLL CALL Present: Absent: Jan Holmlund Kent Routh Bonnie Bowie Rhonda Rockwell Kim Housken Bob Pitchford Jim West Also Present: Amir Hamidzadeh, Director of Building and Safety Richard Twedt, Public Arts Manager Hal Rover, President Historical Society Mary Clark, Recording Secretary III. APPROVAL OF MINUTES Committee Member Jim West moved to approve the minutes of the May 23, 2005 meeting with a correction to the spelling of Dr. Bruce Emerton's name. It was seconded by Committee Member Bonnie Bowie and unanimously approved 4-0. IV. ORAL COMMUNICATIONS A. CHAIR REPORT 1. Chair Jan Holmlund thanked Kent Routh for chairing the May Committee meeting, and apologized for her absence. 2. Chair Jan Holmlund provided an overview of the sessions she attended at the California Preservation Conference in May in Riverside, California. 3. Chair Jan Holmlund discussed the Federal Tax Incentives brochure. She informed the Committee of upcoming conferences: National Trust for Historic Preservation Conference, September 27-October 2, 2005 Portland, OR and USC Summer Program in Historic Preservation 2005, July 11-27, 2005 Los Angeles, CA G:\BldgSfty\Mary Clark\Word data\Historic Preservation Committee\Minutes\Minutes 062705.doc 1 HISTORIC PRESERVATION COMMITTEE Minutes JUNE 27, 2005 4. Chair Jan Holmlund updated .the Committee on the following legislation: SB 153 Chesbro. Clean Water, Clean Air, Safe Neighborhood Parks, and Coastal Protection Act 2006, SB 823 Perata. CEQA Infill Construction Exemption; and SB 725 Morrow Takings. 5. Chair Jan Holmlund provided several handouts to the Committee and brought books and pamphlets for the Committee's review. 6. Chair Jan Holmlund indicated that she had met once with Carlos Campos, City Attorney regarding the Historic Preservation Committee Ordinance and that those items would be discussed in more detail at the Workshop following the meeting. B. SUBCOMMITTEE REPORTS — Jim West 1. Committee Member Jim West asked if handouts from last meeting were mailed to members who were not in attendance. Mary Clark, Recording Secretary, indicated that the handouts were mailed. 2. Committee Member Jim West said that there had been questions about some of the local architects so he brought in some books that touch on the things that were important to each architect. He indicated that those are the items that the Committee should be watching for when looking at Palm Desert properties. In addition, he provided an article from Dr. Emerton on Walter White. 3. Committee Member Jim West thanked Richard Twedt, Public Arts Manager, for scanning the color photographs of Dr. Emerton's historical postcards, which are now on CD and on file at the City. In addition there is a collection of news articles and Kim Housken will be reviewing those and making copies as appropriate. 4. Committee Member Jim West provided an updated copy of the Unofficial Current Investigation Site Listing to the Committee members and discussed features of the list. He indicated that Committee Member Rhonda Rockwell would be researching the Silver Spur area. Under the Walter White homes listed on page 2, Item #53 the address should be 72925 Shadow Mountain Drive. In addition, Mr. West could not find Item #62 72839 Hedgehog Street and Item #65 4594? Toro Peak and asked that this be noted in the minutes for Committee Member Bob Pitchford. Mr. West also added four other properties for the unofficial list. 5. Committee Member Jim West asked, from the unofficial list, how many addresses should be set as a goal as a representative sample. He indicated he was looking for assurance that the Committee remains focused so that sites of interest don't disappear. C. INDIVIDUAL COMMITTEE REPORTS 1. Committee Member Bonnie Bowie said she has been researching Cahuilla Hills Homesteads and said that she found, at the Historical Society, old unpublished manuscripts of Mrs. Esther Schaak who was editor of the Cahuilla Hills Newsletter. In addition she found an undated copy of the record of survey of the original homesteads on 5 acres. In 1945 there were 128 homesteads formed in Section 36. She said that the map is very small but she is going through it and making a list of the names. Amir Hamidzadeh, Director of Building and Safety, said that if Ms. Bowie would give him the map he would have it enlarged and copies made for her. 2. Committee Member Kim Housken is researching the Palm Village sites and has driven the area. She will provide her research list to Committee Member Jim West before the next meeting so that he can update the list. V. OLD BUSINESS A. Report of City's Internal Review Process — Amir Hamidzadeh, Director of Building and Safety, indicated that a lot of the process and procedures are already included in the current Ordinance. After review by the Committee, if there are changes that need to be made those changes would be submitted to the Council. Mr. Hamidzadeh said he would like to get a current site list from the Committee, and then he would give it to the appropriate Departments so that they would be aware of the sites in the event of City projects in those areas. The Departments are currently working from the "grandfathered" list. Mr. Hamidzadeh gave the Committee a copy of the City's zoning map to use in their research and once the historic sites are identified he could then ask that they be added to this map. It was decided that a copy of the Zoning map and index would be made for each Committee member to use for their research. VI. NEW BUSINESS A. Review ordinance and designation process. The Committee will work on this item at the workshop following the meeting. B. Should other properties be added to the current list? Being done by the Subcommittee. C. Should the issues of measurement, description and other technical matters related to survey work be discussed or sent to Committee? He suggested that this work might be for someone else other than the Committee. D. Is it possible to set a preliminary date for presentation of the first 10 survey items to the City Council? The Committee discussed developing a list of properties to designate as historic sites that will be right for the County, State and National registers. However, there are a few matters of the Ordinance that need to be cleared up. Chair Jan Holmlund suggested that a booklet be developed describing the sites to accompany the survey list. The Committee agreed to set the goal of the survey list and booklet being ready for a September Council Meeting. Committee Member Bonnie Bowie moved that Chair Jan Holmlund work with a subcommittee to develop a booklet showing the first 5-10 survey items defined by the Committee. Committee Member Jim West seconded the motion. It was approved 4-0. Committee Member Jim West indicated the purpose of the booklet is for purposes of general education for all of the general population of Palm Desert. E. Update on fagade enhancement to J. Russell Salon — Amir Hamidzadeh, Director of Building and Safety, indicated that Chair Jan Holmlund and himself met with the Planning Department to review this application, and there had been a change to the fascia board and the color was slightly different. Chair Jan Holmlund indicated that the proposed fascia board would have a texture to it and would change the building minimally; however, she has not seen the actual board. She thought that the Planning Department was going to bring it to this meeting. Committee Member Jim West indicated that he had a conversation with the architect of this project who was encouraged that there was good communication among all concerned. Chair Jan Holmlund asked if the Planning Department could bring the plans, fascia board, and color chip to the Historic Preservation Committee for their review and comments. F. City of Palm Desert Walking Tour Brochure. Richard Twedt, Public Arts Manager, indicated that he is beginning work on the City's new walking tour brochure, and asked if the Committee wanted to include 15-20 of the historical places sites. Mr. Twedt said the Committee would need to include images and descriptions. Mr. Twedt asked them to think cultural tourism. Chair Jan Holmlund and Committee Member Jim West will meet and prepare a list for Mr. Twedt. VII. CONFIRM NEXT MEETING DATE AND ADJOURN The Historic Preservation Committee's next meeting is Monday, July 25, 2005, 10:00 a.m. in the City of Palm Desert Administrative Conference Room.
