Discussion: The City of Palm Desert has a maintenance agreement with the California State Transportation Department (CalTrans) to provide weekly sweeping for 14.7 curb miles of the portion of state highways located within the boundaries of the City of Palm Desert. These roadways are also in the Regional Street Sweeping Program administered by CVAG and they have contracted with CleanStreet for this work at the rate of $28.60 per curb mile. Since the City has the ability to be reimbursed from CalTrans at the rate of $21.75 per curb mile, we will pay CleanStreet the reimbursement rate and CVAG will cover the balance of $6.85 from the regional sweeping program funds. The attached memorandum of understanding memorializes this payment process between all entities. The purpose of this arrangement is to have other outside funds contribute to the overall regional sweeping program for PM-10 mitigation, allowing the limited federal funding to last longer. CleanStreet is also the contractor for Palm Desert's citywide biweekly street sweeping program.
