Staff Report 2. Agreement I. RECOMMENDATION: By Minute Motion, authorize staff to advertise for Request for Proposals for design services for the Westfield Shopping Town Bus Bay Project. II. EXECUTIVE SUMMARY: At its meeting of September 24, 2004, City Council authorized staff to complete the design and construction of the Westfield Bus Bay Project. However, the City did not receive a signed agreement from Westfield until May, 2005. The agreement authorizes the City to manage the project and utilize a portion of the retention funds from the City/Westfield parking easement purchase. Funds in the amount of $535,602 were retained for the landscaping, street, and sidewalk improvements on Town Center Way, bus turnout, and bus shelter(s). II. DISCUSSION: Several years ago, Westfield agreed to undertake bus bay improvements on Town Center Way. However, with several changes in Westfield staff, the project was not moved forward. Sometime in 2004, Westfield requested that the City undertake (manage) the project and that Westfield would pay the associated costs of the project. Staff prepared an estimated project budget with a 20% retention as noted above. (NOTE: Staff put together estimated project costs in 2004; however, Westfield did not submit the signed agreement until 2005. It should be noted that construction costs have risen sharply over the past year, and as a result, the estimated project cost may not be sufficient.) City Council Staff Report August 25, 2005 Since the City has received the signed agreement, staff is ready to proceed to advertise for Request for Proposals for design services. Once proposals are received, staff will have an idea of what the project will cost. The design, with the architect/engineers project cost estimate(s), will be brought back before City Council prior to moving forward.
