Ratify City Manager's Authorization of Emergency work in an amount not to exceed $25,000 related to the removal of concrete debris and repair of the storm drain located near 74-240 Goleta Avenue. 2. Appropriate $25,000.00 to Account No. 232-4399-433- 4001. Discussion: On July 24, 2005 within the vicinity of 74-240 Goleta Avenue, significant street flooding occurred as a result of a storm. City crews were dispatched to investigate the reasons for flooding and encountered a blockage in the pipe that they were unable to unclog. Because of the potential for continued flooding and damage to residences, engineering staff acquired the services of Houston Harris to determine pipe capacity, current conditions and the potential for pipe failure. The inspection found a 15-foot segment of pipe which was heavily blocked by concrete debris. Staff Report Ratify Emergency Work Goleta Avenue Storm Drain Page 2of2 August 25, 2005 Anticipating further storm events and the potential for continued flooding and damage to residences, the City Manager authorized Coachella Valley Construction Services to repair the storm drain. Therefore, staff recommends that City Council, by minute motion, ratify the City Manager's authorization of emergency work in an amount not to exceed $25,000.00 related to the removal of concrete debris and repair of the storm drain on Goleta Avenue. For your review we have attached a picture of the flooding. Staff inspected the storm drain system in order to investigate the reasons for flooding. City crews were then dispatched to clean the pipe. They encountered a blockage in the pipe that they were unable to unclog. Because of the potential for continued flooding and damage to residences, engineering staff acquired the services of Houston Hams to further investigate the flooding concern and determine: • Pipe Capacity • View current pipe conditions • Engineering assessment of potential pipe failure On August 5, 2005, Houston Harris used chain flails, root saws and high-pressure nozzles to remove all the debris. In addition, they video inspected the storm drain lines to determine if they were unclogged and cleaned, or if additional obstructions were present. The inspection found a 15' segment of pipe to be heavily blocked by concrete. Attached for your review are the video inspection images of the concrete debris. Anticipating further storm events, engineering staff recommends that the pipe be repaired as soon as possible. Therefore please approve this emergency work and authorize payment to Coachella Valley Construction Services for an amount not to exceed $25,000. Michael Errante, P.E.
