Recommendation:
By Minute Motion, that the City Council approve $130,000 in Facade
Enhancement Program Consideration funds and an additional $80,000 in
funding as consideration for a "Public Seating and Patio Easement' to the Coble
El Paseo Owners Association for the "Coble El Paseo Building" at 73-350 El
Paseo.
Funds are available in account 400-4800-454-3875.
Executive Summarv:
Approval of the request will provide funds to substantially remodel the exterior of the
subject property and provide funds for a public patio and seating area conducive to
pedestrians. Denial of the request will not allow City assistance at the amount
recommended and elimination of the public seating and patio area.
Discussion:
The "Coble El Paseo Building" is a condominium with fourteen (14) units and eleven (11)
owners located at 73-350 El Paseo on the northwest corner of Lupine Lane. There are
eleven (11) retail and professional businesses operating within the building.
The projected cost to complete the fagade improvements and provide the public seating
and patio improvements is approximately $1,025,000. The current guidelines for the
Facade Enhancement Program (FEP) as amended on December 9, 2004, allow for
standard sized lots (60-foot frontage, 12,000 square feet) to receive consideration for half

the cost of improvements to a maximum of $40,000. Larger properties and "corner
fagade" properties, both of which are applicable to this property, are eligible for additional
funds with City Council approval. The subject property has storefronts facing both El
Paseo and Lupine Lane. The property's total frontage is 240 lineal feet and it is
approximately 35,000 square feet in area. The size and corner location of this property
make it eligible for FEP consideration funds to a maximum of $130,000 subject to City
Council approval.
The proposed improvements to the subject property will substantially remodel the building.
The covered patio area for public use and seating will encourage pedestrian traffic and
provide an inviting area for them to rest. Staff has solicited the owners and assisted with
the design beginning in April 2002.
Staff presented the project to the Retail Committee on August 4, 2005, for its review and
direction. The Retail Committee took into consideration the location, size, and scope of
the proposed project. The Retail Committee was very enthusiastic about the project and
recommended concurrent funding for the fagade enhancement of $130,000 and the public
seating and patio for $80,000 totaling $210,000. Staff concurs with the Retail Committee
and recommends funding in the amount of $210,000 from the Fagade Enhancement
Program.
