Staff Report Approval of $60,000 in Facade Enhancement Program Consideration Funds for The Neil Building Page 2 of 2 August 25, 2005 properties and "corner facade" properties, both of which are applicable to this property, are eligible for additional funds with City Council approval. The subject property is of an unusual configuration with storefronts facing both El Paseo and San Luis Rey Avenue. The property's total frontage is 320 lineal feet and it is approximately 35,000 square feet in area. The size and corner location of this property make it eligible for FEP consideration funds to a maximum of $180,000 subject to City Council approval. The proposed improvements to the subject property will significantly enhance the appearance but will not substantially alter the architecture of the building. The improvements are more modest in scope than most FEP projects. Staff presented the project to the Retail Committee on August 4, 2005, for its review and direction. The Retail Committee took into consideration the location, size, and scope of the proposed project. The Retail Committee felt that the proposed project merited FEP consideration funds of $60,000. Staff concurs with the Retail Committee and recommends funding in the amount of $60,000 from the Facade Enhancement Program.
