I. RECOMMENDATION:
By Minute Motion, approve reprogramming of Community Development Block
Grant (CDBG) funds in the amount of $28,965 from Father Joe's Village and
Kitchen to Episcopal Community Services (ECS) for the Nightengale Manor
Project.
II. BACKGROUND:
The City of Palm Desert received a letter dated March 24, 2005, from Father
Joe's Kitchen notifying the City that it would no longer be operating the
Nightengale Manor facility. This left the City with $28,695 in Community
Development Block Grant (CDBG) funds to be reprogrammed. However, the
City then received letters from the County of Riverside and ECS stating that the
two agencies had entered into an agreement for ECS to assume the operation of
Nightengale Manor as of June 1, 2005. The County endorsed ECS approaching
current funding sources to seek their consideration of transferring grant funds,
and ECS has requested this consideration of Palm Desert.
The project itself will remain the same, and expenditure of funds will be utilized
for the public facilities improvements, which is as originally funded under Father
Joe's. Reprogramming the funds from Father Joe's to ECS allows the $28,965
to be expended on the original project and allows for a timely and efficient
expenditure of funds. The only difference is that the project will move forward
under the guidance of ECS.
The Citizen's Participation process was undertaken, with the Public Notice
advertising a 32-day public comment period from June 13 to July 15, and the
Public Hearing scheduled for August 25, 2005. The notice was first published on
Monday, June 13, 2005.

NOTICE OF PUBLIC HEARING
NOTICE IS HEREBY GIVEN THAT a public hearing will be held by the City of
Palm Desert to receive public input and recommendations pursuant to the
Housing and Community Development Act of 1974 as amended regarding
Community Development Block Grant (CDBG) Reallocation of funds for the 31St
Year (FY 2004/05). The City Council will hold a public hearing at its regular
meeting onilo receive public input.
The City as part of its Citizen Participation Process is opening the public
comment period for thirty-three (33) days. During this time all interested parties
are welcome to provide input/comments. The public comment period will open
from Monday, June 13, 2005, to Friday, July 15, 2005.
The City will reprogram the CDBG funds to various qualifying programs and
projects. The funding amount to be reprogrammed is $28,965.
Projects that are eligible to receive funding are those, which benefit the low and
moderate -income population of the City such as seniors, developmentally
disabled, victims of domestic violence, homeless, and other similar projects or
programs. Projects such as park development, public facilities development or
repairs, recreational facilities, housing and community service programs are also
eligible.
THE CITY COUNCIL WILL CONSIDER PUBLIC COMMENT AND REQUESTS
FOR REPROGRAMMING OF COMMUNITY DEVELOPMENT BLOCK GRANT
FUNDING AT ITS MEETING OF THURSDAY, AUGUST 25, 2005, AT 4:00 P.M.
OR SOON THEREAFTER.
