Recommendation:
By Minute Motion:
1. To approve the design proposed by Heath Satow for the Desert Gateway
project as its public art component for Wal-Mart.
2. Authorize the reimbursement of Art in Public Places fess, not to exceed
$73,500, once the sculpture is completed, installed and approved by the
Art in Public Places Commission.
Executive Summary:
The Rothbart Development Corporation is the primary developer for the Wal-Mart
and Sam’s Club projects located at 34-220 and 34-500 Monterey Avenue (Dinah
Shore and Monterey Avenue). Rothbart Development Corporation has paid
$110,013.67 in public art fees for this development. The Rothbart Development
Corporation intends to use the remaining balance of $36,513.67 for additional
artwork for the project. The developer has considered the design and materials
of the other sculpture entry signs in Palm Desert and has instructed the artist to
integrate those qualities in the design of the proposed design. The sculpture has
similar design elements as the Allen Root “Roadrunner” entrance sign and has
incorporated the lizard shape in the opening that appears when the viewer is
lined up to the sculpture at a certain angle, which adds an element of surprise
and playfulness to the artwork.
Discussion:
The site is dominated by the two massive power poles that face Monterey,
making it problematic for an artwork; however, the proposed sculptural entry sign
is 32’ long, 11’ tall and 6’-8” deep, because of the scale of the artwork it could
successfully compete with the power poles. The Right of Way agent for
Southern California Edison has indicated to the developer that Edison would
grant them an easement in its right of way for installation of the sculpture. The
Art in Public Places Commission identified this location as one of the most
important sites in the City of Palm Desert for the placement of an entrance sign
artwork. Currently, there is a Rancho Mirage entrance sign on the west side of
Monterey and Dinah Shore, but nothing to indicate that the east side of Monterey
and Dinah Shore is Palm Desert. The developer should be commended for
willingly wanting to incorporate the name of Palm Desert into the design of the
sculpture, as it is not a requirement of the public art guidelines.

III. ARTWORK PRqPQ$AL AND $PEGIFICATION$
Describe the artwork, its location, materials, installation requirements, and maintenance
needs as fully as possible. You may use additional paper to complete this section of the
application.
1. Artwork Description
Large abstracted rock formations made from rusted steel with stainless steel letters for the sign and
plant forms. When viewing from straight-on, an image of a lizard appears among the otherwise
seemingly random rock shapes.
This effect of the lizard appeazing with the viewer's motion around the piece mirrors the real-
world effect of many lizards not being noticeable to the eye until they move.
Part of the attraction of this piece is that the typical viewer may not see the lizard upon their first
site of the sculpture. Depending upon how observant they are, they may see it the second time
they look, or the th'vd, or not at all until someone else points it out to them. In this regard, it's a
lesson in paying attention to your surroundings: looking for things you don't necessarily expect,
something that we've largely lost as a species as we've lost touch with the need for those survival
instincts so common in the animal world.
2. Siting
Located on the corner of the development, situated at a 45-degree angle so it may be viewed
clearly by passing cars and pedestrians.
3. Materials with Specifications
The rock formations will be fabricated from welded 10 gauge (slightly thicker than L/8 inch) steel
with a rust finish. All other pieces (the sign letters and "plants") will be fabricated from 10 gauge
314 stainless steel with a grind finish. Letters of the sign will be held off the surface of the "rock"
with stand-offs to prevent any rust staining. Size and appearance of the work is indicated in the
attached drawings and renderings.
4. Fabrication and Installation Procedures
All work will be fabricated in-house by the artist himself. Developer will provide concrete
foundations to the artist's specifications. Installation will involve delivering the work to the site
via covered truck (most likely a large U-Haul truck), then holes will be drilled into the concrete
foundations. Stainless steel threaded rod will be inserted into threaded holes in the bottom of the
sculptures. Structural epozy will be put into the holes drilled in the concrete, then the sculptures
will be lifted and dropped into place, the threaded rod going into the holes with the epoxy. No
single piece of the sculpture will weigh more than 500 pounds, so no special heavy equipment is
needed for the installation, all work can be lifted into place by people. I have used this system
many times and it results in a strong, clean installation with minimal site work. Using this system,
the entire installation can be completed in a matter of hours.
5. Yearly Maintenance and Conservation
Sculpture needs no more maintenance than a yearly hosing off to remove dust and any pollutants.
If there is stubborn grime like bird droppings, they can be washed off with a mild soapy water
solution and a soft rag. Any graffiti can be removed with solvents like lacquer thinner and a soft
rag. No abrasive cleaners or scrubbing should be applied to the work (like a scotch-brite pad).
