Discussion:
The widening of Fred Waring Avenue from Deep Canyon Drive to Washington Street
(CIP No. 653-01) requires the construction of a sound wall on the north side of Fred
Waring Drive from California Avenue to Washington Street (CIP No. 654-01). There
are a number of site issues that must be considered in the design of the proposed
wall. There is only four (4) feet of building space from face of curb to the back of the
proposed wall along most of the site. There is an area, approximately 500 feet long,
east of Tennessee Avenue were the area is wide enough for the wall and landscape
planting. A majority of the building area also has grade changes that require a
retaining wall as well as the sound wall.
The cost to build a single, combination retaining wall and soundwall (option 1) thus
allowing for a small planting area (30 inches wide) will be extremely expensive. In
addition to the cost of the wall there will be the costs to install and maintain the
landscape. The regular maintenance of any installed landscape along this stretch of
Fred Waring will be problematic, posing safety issues for landscape maintenance
personnel due to high traffic speeds and confined work area.
In consideration of the above conditions staff developed a preliminary wall design
that includes two separate walls (option 2), a retaining wall and a sound wall. The
construction costs were considerable less for this two -wall design. However, the two -
wall design eliminates any landscape area. Staff developed two very preliminary
decorative wall designs to enhance the wall project in place of the landscape
element.

This two -wall concept was presented to the Landscape Beautification Committee on
February 2, 2005. Staff's proposal requested the use of the decorative two -wall
design in the place of a single wall design and landscaping for the length of the
project area except for the section east of Tennessee Avenue. The aforementioned
section of the project east of Tennessee Avenue will be landscaped. The Landscape
Beautification Committee gave its approval to staff to develop the wall design and
directed staff to bring the developed design back to the committee and then to the
City Council for approval.
