REQUEST FOR CONSIDERATION OF RECOMMENDATION FROM THE
VETERANS MEMORIAL SUBCOMMITTEE

Recommendation:
By Minute Motion, concur with the recommendations of the Veterans Memorial Subcommittee and
direct staff to proceed with initiating and implementing a call for artists for the sculpture.
Discussion:
The Veterans Memorial Subcommittee met on January 25, 2005. The meeting included Councilman Dick
Kelly, Mayor Pro Tem Jim Ferguson, City Manager Carlos Ortega, Public Arts Manager Richard Twedt,
Planning Technician Ryan Stendell, and Assistant City Manager Sheila Gilligan. The group felt that
participation should be requested from a few local residents to include a different perspective and point of
view. One individual recommended is Lt. Gen. Herb Temple, who served as head of the National Guard
under President Ronald Reagan.
Freedom Park construction should commence by the end of February, 2005. The plans for this park include
a site 50 feet in diameter, close to the entrance to the park, for placement of a sculpture honoring the veterans
in Palm Desert. The intent of the Committee is to commission a piece that reflects gratitude to the men and
women who served and fought for freedom in the United States of America and one which recognizes all
branches of the Armed Services.
The park itself will produce $80,000 in Art In Public Places (AIPP) funds. The Committee is recommending
that this money be earmarked just for the memorial piece.
The following process is recommended:
A) The Committee will draft the Request for Proposal (RFP) which includes establishing the
amount of commission to be paid to the artist.
B) The RFP will be presented to City Council for its consideration.
C) The RFP will be sent out to various media sources and artists and will be posted on the
Internet and the City's websites.
D) The Committee will evaluate proposals and select three to four to be made into maquettes;
each artist will receive $2,500 for creation of his/her maquette.
E) Maquettes will be presented to City Council for its consideration.
F) City Council will select the artist and establish the time frame for completion of the project.

Some discussion has been held at the AIPP Commission level. Because the Commission acknowledges the
City Council's desire to have a greater level of participation in this process, its feeling so far has been one
of not making this an AIPP project; however, this information and Council direction will be presented at the
next meeting, and we will advise Council if there is any other input the Committee may wish to extend.
In conclusion, staff recommends supporting the Subcommittee's recommendations, which are:
1) A membership of the individuals attending the initial meeting and extending invitations to Lt. Gen.
Temple and one other individual, who has yet to be determined;
2) Earmarking the $80,000 in AIPP fees from Freedom Park for the Veterans Memorial;
3) Approving the recommendation for initiation and implementation of a process for artist selection;
4) Requesting regular updates from the Subcommittee as they become available.
If you have any questions, either Councilman Kelly or Mayor Pro Tem Ferguson will assist in responding.

Hi Sheila
Here's what I came up with:
* Memorial committee drafts RFP which includes establishing the amount of the commission
* RFP is presented to Council for their consideration
* RFP is sent out to various media sources, artists and posted on the Internet and City's
web sites.
* Committee evaluates proposals and selects 3-4 to be made into models, each artist to
receive $2,500 for creating their model.
* Models are presented to Council for their consideration.
* Council selects artist and establishes time frame for completion of project.
This is basically it in a nutshell. There's a bunch of little things that will occur, but this is the
major points.
