Memo regarding Incumbent Committee/Commission Members Recommendation: By Minute Motion: 1) Formally accept Tammy Perezchica's resignation from the El Paseo Business Improvement District Board of Directors; 2) appoint Robert Fliday and Janet Hanson to the El Paseo Business Improvement District Board of Directors to fill the vacancies created by the resignations of Tammy Perezchica (term 12/31/05) and Patrick Lilly (term 12/31/08), respectively; 3) formally accept the end of Francoise Rhodes' term on the Library Promotion Committee (term 12/31/04); 4) other appointments/reappointments at the discretion of the City Council. Discussion: At the City Council's last meeting, many reappointments and appointments were made to the City's established Committees and Commissions, and resignations from existing terms of office were also accepted. The recommendation above is a housekeeping matter to formally appoint two members to the El Paseo Business Improvement District Board of Directors. Your action to accept the term end for a former member of the Library Promotion Committee is also requested. Your concurrence with the above is anticipated. KLASSEN, CMC CITY CLERK PALM DESERT REDEVELOPMENT AGENCY MEMORANDUM TO: FROM: Ruth Ann Moore, Business Support Manager DATE: December 27, 2004 Rachelle Klassen, City Clerk SUBJECT: Vacant Positions on the El Paseo Business Improvement District's Board of Directors At the December 16, 2004 Board of Director's meeting for the El Paseo Business Improvement District, staff received a letter of resignation from Patrick Lilly, Vice President for Palm Desert National Bank. Mr. Lilly was promoted and transferred to the Rancho Mirage branch of the bank. He will be sorely missed and the board regretfully accepted the resignation. There are a total of four positions on the Board of Directors for consideration by the City Council. Susan Stauber and Heather Sacre's positions have expired. They both filled short term positions vacated by previous board members. Ms. Stauber and Ms. Sacre have both agreed to a renewal of their positions and the Board voted unanimously with Ms. Stauber and Ms. Sacre abstaining to recommend to the City Council that they be reappointed. With the resignation of Mr. Lilly, the other two positions are currently vacant. The Board of Directors reviewed the four applications on file for the positions with the following comments: Bob Fliday, General Manager for The Gardens on El Paseo has attended practically every meeting in the past year since taking over the position from Tammy Perezchica. He has an extensive shopping center management and marketing background and would be an asset in decision making. Therefore, the Board of Directors unanimously voted to recommend the appointment of Bob Fliday for Patrick Lilly's position to the City Council for their approval. This position is for four years since Mr. Lilly's seat on the Board would have expired this year. Janet Hanson, the General Manager for Kreiss Furniture has been a fixture on the street for many years. She has consistently participated in events and advertising efforts on El G:\BusCtr\Ruth Ann Moore \WPDGCSWNN\EI Paseo\recotnmendations to City Couocil.wpd Paseo and has attend two board meeting previous to being considered as required for a position. The Board of Directors voted 3-0-1 to recommend Ms. Hanson to fill the one year position vacated by Tammy Perezchica. The one abstention came from David Fletcher who did not have the opportunity to interview Ms. Hanson prior to the vote. All other members knew Janet well and felt her extensive knowledge of El Paseo and retailing would benefit the Board. Therefore, the Board recommends to City Council Ms. Hanson to fill the one-year position. The other applications came from Bernadette Zawadzki and M. Connor Limont. Ms. Zawadzki has never attended a Board of Directors meeting which is a requirement prior to consideration. Staff will contact Ms. Zawadzki to encourage her participation in future meetings. Mr. Limont listed El Paseo Business Improvement District as a third choice on his application. Mr. Limont does not own or manage a business within the Business Improvement District which is a requirement to hold a position on the Board of Directors. Therefore, he was not considered. Thank you.
