ART IN PUBLIC PLACES COMMISSION
MINUTES
December 15, 2004
I. CALL TO ORDER
Vice Chairman Bussing convened the meeting at 8:37 a.m.

IV. CONSENT CALENDAR
Minutes of the regular meeting held on November 17, 2004.
It was noted by Commissioner Hough that the third sentence of the
third paragraph on Page 4 under Reports and Remarks should
read: He mentioned having an exhibition of the Endangered

Species by Andy Warhol for the opening of the Visitor Information
Center.
Commissioner Hough also noted that on Page 5 under
Commission Members the second paragraph should read:
Commissioner Hough reported that she just returned from South
America where she escorted an art and architecture tour.
Upon Motion by Commissioner Hough and second by
Commissioner Dickinson, the Minutes of November 17, 2004, were
approved unanimously as corrected.

VII. NEW BUSINESS
A. CONSIDERATION OF APPROVAL OF PROPOSAL FOR
THE MURAL IN THE COUNCIL CHAMBER
Mr. Ware presented his proposal for the repair of the mural
in the Council Chamber. He explained some of the changes
and repairs he plans to make. He wants to change the
scenery from summertime to springtime. His proposal
includes adding birds, creosote, verbena, and warmth to the
painting. He would like to involve high school students and
have them observe his techniques, ask questions, etc. The
cost to redo the mural is $22,000.00. He stated that if the
City has new prints made he would autograph each one as
well as include giclee for the Sister Cities program. He
added that the overall composition would not change; he
would just be improving the overall painting.
Commissioner Hough asked if some of the funds to pay for
the mural would come from the conservation fund. Mr.
Twedt stated he would ask Mr. Ware for an estimate of what
portion of the $22,000.00 would be strictly for restoration and
that portion could be taken from the conservation fund.

It was moved by Commissioner Hough and seconded by
Commissioner Grochau to approve the proposal for the mural
in the Council Chamber presented by Bill Ware and it was
recommended that a portion of the funds be allocated from the
art in public places capital fund and a portion of the funds be
allocated from the conservation fund. Motion carried
unanimously.
B. ELECTION OF CHAIRPERSON AND VICE CHAIRPERSON
FOR 2005
Commissioner Hough nominated Norma Bussing to serve as
Chairperson for 2005.
Commissioner Hough nominated Kevin Grochau to serve as
Vice Chairperson for 2005.
It was moved by Commissioner Hough and seconded by
Commissioner Dickinson to elect Norma Bussing to serve as
Chairperson and Kevin Grochau to serve as Vice Chairperson
for 2005. Motion carried unanimously.
Commissioner Grochau informed the Commission that he plans to
resign from the Art in Public Places Commission in a few years and
serve on a different City's committee or commission. He stated he
would help find a replacement for a landscape architect.
C. CONSIDERATION OF ALLIED DISTRICT PROPERTIES,
COPRPORATION'S PUBLIC ART PROPOSAL FOR THE
EL PASEO SQUARE PROJECT
Vice Chairperson Bussing read the information from Allied
District Properties, Corporation regarding the return of their
AIPP fees. She stated that the El Paseo Square center has
recently been rebuilt and renovated. The developer has paid
$8,681.61 into the art fund. They are interested in
purchasing the bronze sculpture Carefree by Carl Henson
and installing it in front of Gallery 1000 located in the El
Paseo Square development. Vice Chairman Bussing stated
that she drove by the development and felt the space was
not appropriate. Commissioner Hough was concerned that it
is part of an edition of 59, which is a large edition size. It
was noted that the developer would be patronizing a renter,
(Gallery 1000) and took the easy way out for the
responsibility of its public art fees. Commissioner Hough
stated that the quality is not in keeping with the standards

that the Commission is striving for for the City. It was also
noted that the architecture of the building was not
considered and the piece competes with the architecture as
opposed to art integrating into it.
It was moved by Commissioner Hough and seconded by
Commissioner Dickinson to not accept the proposal of the
sculpture Carefree due to the artwork being mass produced,
not integrated with the site, and the quality of the artwork does
not meet the standards of Palm Desert. Motion carried
unanimously.
D. REVIEW OF ARTISTS REQUESTING TO BE IN THE
VIRTUAL GALLERY
The following artists were reviewed to be considered for the
City of Palm Desert's Virtual Gallery. Billy Bauman, Dan
Green, and Laura Hamil.
It was moved by Commissioner Grochau and seconded
by Commissioner Hough to accept Billy Bauman and Dan
Green to the City of Palm Desert's Virtual Gallery. Motion
carried unanimously.
E. CONSIDERATION Of ARTSITS TO BE INCLUDED IN THE
CITY OF PALM DESERT'S ARTIST SLIDE REGISTRY
The following artists were reviewed to be considered for the
City of Palm Desert's Artist Slide Registry. Susan Kaprov
and John Newman.
It was moved by Commissioner Hough and seconded by
Commissioner Dickinson to include Susan Kaprov into the
Artist Slide Registry. Motion carried unanimously.

X. PROJECT STATUS REPORTS
1. North Wing Gallery
Ms. Schwartz reported that the opening for Face Off and
Imagery of Life was December 14. The Art of Surviving
Cancer group show will be installed February 10. She is
preparing for the next season's shows.
2. Website
Ms. Schwartz reported that she needs to add the Water
Studio signs and the Baja Palapa art piece to the Website.
3. Docent Program
Ms. Schwartz reported that she is training six new docents
for the Docent Program. They have completed three weeks
of training to -date. She will train the continuing docents on
the new El Paseo Exhibition artwork on Friday.
4. El Paseo Exhibition
Mr. Twedt survived the new El Paseo Exhibition and still has
all ten fingers in place! Gordon Huether's artwork will be
installed on January 5. Mr. Twedt has received many
complements about the show. The dedication will be held
January 6, at 6:00 pm at the Gardens on El Paseo, and most
of the artists will be in attendance.
XI. REPORTS AND REMARKS
A. STAFF
Mr. Twedt reported that Desert Road fence has been
removed from Washington Charter School and is being
stored at the Corporation Yard. Hal Rover from the
Historical Society would like to have it placed on the wood
fence that is there currently. Mr. Twedt stated he went to
look at the fence and it is not in stable condition. It takes
four people to handle one section of the Desert Road fence.
Mr. Twedt reported that Bob Kohn, Deborah Schwartz, and
he met with Mrs. Gilligan and Councilmember Benson
regarding the possibility of an art center in Palm Desert. It

was Councilmember Benson's thought to build a new facility
in the Entrada Del Paseo center since the new hotel will not
be pursued and the City owns the land. Mr. Twedt stated
that Mrs. Gilligan will discuss it with City Manager, Carlos
Ortega. Mr. Twedt's thought is to build at least a 10,000 foot
building. If the City does build an art center it would be a
state of the art facility where solar energy can be
incorporated and include demonstration kilns, demonstration
potter wheels, water scrubbers for any water that is used to
clean pulp after recycled paper and handmade paper
classes. Ms. Schwartz is organizing a tour of the Huntington
Beach Art Center in January. Mr. Twedt has talked to the
Director of the Huntington Beach Art Center who has been
very gracious and is willing to help facilitate this process as
much as she possibly can. She is putting information
together about revenue and expenses of its facility and she
is willing to give a presentation to Council.
Mr. Twedt reported that the publications are carrying the new
El Paseo Exhibition ad.
Former Commissioner Jana Koroczysky is now working at
Desert Art Collection and one of the artists showing on El
Paseo (Virgil Villers) is showing in that gallery.
Mr. Twedt reported that the Baja Palapa has been
completed and is magnificent. He recommended that the
Commissioners stop by and take a look.
B. COMMISSION MEMBERS
• COMMISSION REPORTS
Commissioner Hough reported that the Palm Springs Desert
Museum would show George Hurrell's photography
December 7, 2004 through March 20, 2005.
• LIAISON REPORTS
1. PLANNING COMMISSION — Sonia Campbell
Ms. Campbell reported that the Planning Commission
approved two commercial and warehouse buildings
on Dinah Shore and the Community Center on
Portola.

XII. ADJOURNMENT
There being no further business, Vice Chair Bussing adjourned the
meeting at 9:50 a.m.
