I. CALL TO ORDER
Chair Larry Saindon convened the meeting at 3:30 p.m.

Larry Saindon addressed the visitors who were present as potential Housing
Commission members and asked if they had any questions or comments at this
time.
Linda Ward d a letter from the Council informing her of her
re -appointment to this eComm ssion effective February 12, 2004.
IV. CONSENT CALENDAR
A. MINUTES of the Regular Housing Commission meeting of September 8,
2004
With a motion made by Leo Sullivan and seconded by Jane Turner, the
minutes were unanimously approved as presented.
MINUTES of the Regular Housing Commission meeting of October 13, 2004
With a motion made by Linda Ward and Carrie McLeod, the minutes
were unanimously approved as presented.

B. RPM MONTHLY STATUS REPORT (OCTOBER)
The Monthly Status Report for September was reviewed by the Commission.
C. REPORT #1 MONTHLY OCCUPANCY AND AVERAGE RENT
STATEMENT AND REPORT #2 MONTHLY NET OPERATING INCOME
STATEMENT (JUNE )
Report # 1 and Report #2 for June were reviewed by the Commission.

Janet Moore stated that Reports 1 and 2 for June have been finalized.
She noted that although books are closed on June 30th, final audit
findings are provided to the Agency several months later.
D. REPORT #1 - MONTHLY OCCUPANCY AND AVERAGE RENT
STATEMENT AND REPORT #2 MONTHLY NET OPERATING'INCOME
STATEMENT (SEPTEMBER)
Report #1 and Report #2 for September was distributed to the Commission
for review.
E. HOUSING AUTHORITY PROPERTIES UPDATE (JAMES)
James Conway reviewed the update on the Housing Authority properties
provided to the Commission.
James Conway reported that the architectural design concepts for California
Villas have been approved by the Landscape Beautification Committee and
the Architectural Review Committee, James Conway will bring the renderings
to the next Housing Commission meeting as informational.
VI. NEW BUSINESS
A. California Villas - Reject Bids for Interior Unit Repairs
Rec: By Minute Motion:
That the Housing Commission forwards the recommendation to the Palm
Desert Housing Authority Board to authorize the rejection of bids for the
interior repairs to the California Villas.
Action: Motion was made by Carrie McLeod and seconded by Leo Sullivan to
forward the recommendation to the Palm Desert Housing Authority
Board to authorize the rejection of bids for the interior repairs to
California Villas.
James Conway reviewed the staff report stating two proposals were received
in response to the recent request for bids to accelerate the interior unit
renovations at California Villas. He noted that the lowest bidder's cost was
significantly higher than expected and exceeded the projected budget.
Therefore, staff is recommending to formally reject the bids.

B. Desert Pointe - Notice of Completion
Rec: By Minute Motion:
That the Housing Commission forwards the recommendation to the Palm
Desert Housing Authority Board to authorize the City Clerk to file a Notice of
Completion for Contract HA - 21380 Zeus Construction, Inc. Desert Pointe
hallway renovation project.
Action: Motion was made by Jane Turner and seconded by Linda Ward to
forward recommendation to the Palm Desert Housing Authority Board
to authorize the City Clerk to file a Notice of Completion for Contract HA
-21380 Zeus Construction, Inc. Desert Pointe Hallway renovation
project.
Larry Saindon requested an informal tour of the property to review the
existing conditions at Desert Pointe and Laguna Palms. Staff will coordinate
an informal tour for December 8, 2004 at 2:00 p.m.
C. Desert Pointe - Award of Contract
Rec: By Minute Motion:
That the Housing Commission forwards the recommendation to the Palm
Desert Housing Authority Board to enter into Contract with Orange County
Scaffold, Inc. to construct working platforms to assist the artist in the
staircases at Desert Pointe Apartments.
Action: Motion was made by Carrie McLeod and seconded by Jane Turner to
forward recommendation to the Palm Desert Housing Authority Board
to enter into Contract with Orange County Scaffold, Inc.
James Conway stated that as part of the hallway project, in order to
incorporate the mural to the extensive heights of the buildings, a scaffold
company with the appropriate insurance coverage is required to ensure the
safety of the residents and artist. In terms of liability issues, the artist has
agreed to sign a waiver in the event of an accident while on property, the
Agency will not be held responsible.

A. HOUSING AUTHORITY NEWSLETTER (NOVEMBER)
Newsletters were reviewed by the Commission.

B. HOME IMPROVEMENT PROGRAM UPDATE
An update on the Home Improvement Program was provided to the Commission
for review.
Bryce White reported 20 participants in the program at this time.
He also stated that a consultant is currently being sought to conduct inspections
as well as prepare the necessary documentation entailed with the work in
progress.
For informational purposes, he also distributed an update on the Facade
Enhancement Program.
C. PALM VILLAGE APARTMENTS
Bryce White updated the Commission on the bid opening of October 18th for the
construction of the Palm Village Apartments stating that no bids were received.
He discussed issues surrounding liability insurance and bond requirements
contained within the bid documents, which resulted in contractors losing interest
in this type of construction project. Furthermore, this project received HOME
funds from the Federal Government which necessitates having to pay Davis -
Bacon prevailing wage. Once the revised bid documents have been finalized,
the project will once again go out to bid.
D. CATALINA GARDENS/PUEBLOS COMMUNITY ROOM
Ezell James stated the design concept is in plan check (first submittal)
Discussion ensued with the layout of the community room in proximity to the
Senior Center.
E. FIRST TIME HOMEBUYERS PROGRAM/PHASE I1 18-ACRE SITE UPDATE
Ezell James reviewed the update provided to the Commission.

In regard to the First Time Homebuyers Program, staff received some analysis
from the consultant reviewing the program and that information is being used to
make revisions to the program.
F. DESERT ROSE UPDATE
J. Moore reported three homes are the process of being resold.
At this point, Janet Moore reminded the Commission of the
Commission/Committee holiday party on Saturday, December 11, 2004 at
Desert Willow.
IX. ADJOURNMENT
With members of the Housing Commission concurrence, Chairman Larry
Saindon adjourned the meeting at 4:40 p.m. The next meeting will be held on
December 8, 2004 at 3:30 p.m.
