(1) Approve the 211 Riverside County Memorandum of Understanding and authorize the
Mayor to execute same; and,
(2) Appropriate $5,350 from the Unobligated General Fund to Account No. 110-4159-415-
3090.
Background:
The subject proposal has been before the Technology Committee, the Public Safety
Commission, and the City Council over the last several months and each time it was approved in
concept.
The organization has now submitted a formal Memorandum of Understanding and is seeking
approval and signature. Because the agreement has never been presented to the City in the
past, we are doing so now as a housekeeping item, seeking its approval before processing.

Thank you for your participation in preparing for 211 Riverside, a new venture in social service
that will revolutionize how people obtain and use information. Volunteer Center of Riverside
County (VCRC) is preparing to fully launch 211 Riverside on July 1, 2005.
City residents will benefit directly from 211 with resource information 24 hours a day, 365 days
a year and indirectly in cost savings to the city and county. 211 diverts misappropriate calls
from 9-1-1 and enables the efficient distribution of resources to vital services. It also provides
these benefits:
■ 2-1-1 reduces misdirected calls to city departments and city council offices by
becoming the phone number of choice when people don't know who to call.
■ 211 gives residents easy 24-hour access, seven days a week to social service needs.
■ 2-1-1 is a useful planning tool. Based on aggregate data about the types of calls
that 211 Riverside receives, communities are in a better position to anticipate
demand for services and mobilize resources to meet changing needs.
• 211 strengthens your community by uniting the people in your area who want to
help with those who need the help.
Enclosed is the 211 Memorandum of Understanding for your signature"and an invoice for the
city's contribution to 211 of 13 cents per resident (as of the 2000 Census). [This agreement is
similar to the one cities have with the T.I.P. provider.] Please refer to the invoice for payment
and return the signed MOU to the Volunteer Center, a completed copy will be returned to you.

COMMUNITY AND CRISIS RESOURCES
Volunteer Connection matches the interests of volunteers with community agencies and
consults with agencies to provide training and advocacy for volunteerism.
HELPline Crisis Intervention and Suicide Prevention is staffed by trained volunteers 24
hours/7 days a week to assist people in crisis. Education on suicide intervention is also provided

Inform Riverside County connects people to appropriate community resources and
intervenes in problematic situations before the crisis stage. Call 800/464-1123 or visit our

Transportation Access Program (TAP) distributes bus tickets through other agencies for
doctor appointments, job interviews, or other urgent or emergency needs.
SELF-SUFFICIENCY SERVICES
Shared Housing is a multigenerational program that connects home seekers with home
providers in a shared arrangement.
Resident Opportunity Self -Sufficiency (ROSS) Residents of a chosen apartment community
is assisted to explore educational and career opportunities to enhance their earning potential.
SENIOR SERVICES
Senior Ombudsman Services (SOS) is a deterrent to elder abuse through community education
and the investigation of senior's problems in long-term care facilities.
ALTERNATIVE SENTENCING PROGRAMS
Community Service provides a community restitution component of justice through individual
placement in the community to work off court -mandated orders.
Monitoring provides for restorative justice by monitoring compliance of court orders for classes
in domestic violence, anger management, parenting or ignition interlock systems.
TEMPO, Teen Education Mentoring Program Option, is an early intervention teen at -risk educa-
tional program, which provides a realistic experience of the negative impact of a controlled
substance.
HAMM, Hospital and Morgue Mentoring, is a collaboration presentation with Mothers Against
Drunk Driving and Riverside County Coroners Office designed for first and second DUI offend
ers. Adults age 20 and up.
VIP, Victim Impact Panel, an all age program for drinking and driving. A session with Mothers
Against Drunk Driving and the Riverside County Coroners Office Presentation.

2-1-1 is a new number but not a new service
Inform Riverside County has provided information and referral to more than 150,000 callers in the
last 26 years. Now, instead of having to remember several different numbers, people will need to
know just one: 2-1-1. It's an easier connection to the social service system.
2-1-1 is important for Riverside County
Riverside County is large geographically and is experiencing more than a 30% growth rate over a
10-year period. But growth doesn't alleviate poverty. Affordable housing is actually increasing as
the greatest unmet county need. In 1999, 10.7% of all
Riverside County residents were living below the meager poverty
level and the need for social services is steadily increasing.
For households with children under 5 and
no husband present, the poverty level increases to a whopping 45.1%. Currently,
most people don't know where to call. At least 35% of all calls for help are placed to the
wrong agency. Many callers have already dialed an average of six other agencies before they
reach one that can help.

number that enables everyone to access the vital community services they need. It eliminates the

need for people to navigate the complex and ever-growing maze of human
service agencies and programs. There are hundreds and hundreds of social service
programs in Riverside County. 2-1-1 streamlines the process by which people can get the
help they need by providing a direct link to the county social service network. This will
ensure they can get help the first time they call.
2-1-1 is the direct link to social services
If a house is on fire, call 9-1-1. For assistance in finding a temporary shelter after
a fire, call 2-1-1. Just as 9-1-1 provides the direct access to emergency services, 2-1-1 provides people
direct access to social services. Callers can find assistance getting food, housing, drug treatment or
help to pay the electric bill as easily as they get police help by dialing 9-1-1.
2-1-1 is a critical information system that assists and supports homeland security
and community preparedness efforts.
Following the September 11t terrorist attacks, the 2-
1-1 system proved so effective in states where it had
been implemented. By contrast, in New York, with
no 2-1-1 service, over 400 hot line numbers were
activated leading to confusion and frustration for those who were in desperate need of help.
Federal legislation is the key to long-term sustainability of 2-1-1

be in operation in early 2005. Until then, the
same service is available by calling 1-800-464-
1123. You can also access Inform Riverside

The Volunteer Center of Riverside County has been serving the Inland area with non-profit
services like Inform Riverside County for more than 37 years. Our objective is to connect
people in need with those services they require, and to do so quickly and accurately.
The funding for Inform Riverside County and 2-1-1 comes in part from First 5 Riverside,
United Way. and Department of Social Services.

MEMORANDUM OF UNDERSTANDING between
VOLUNTEER CENTER OF RIVERSIDE COUNTY (VCRC)
and
CITY OF PALM DESERT (CITY) Contract No. C23300
for
Information and Referral Services via toll -free or 211 Number
WHEREAS, the City desires VCRC to provide information and referral services to callers,
toll -free, via an 800 number or 211, after implementation July 1, 2005; and
WHEREAS, people in need require 24-hour response to their inquiries about local human
services; and
WHEREAS, VCRC is a contractor which has the experience and ability to provide such
services; and
WHEREAS, the City and the VCRC wish to enter into an agreement whereby VCRC will
furnish such services;
NOW THEREFORE, the City and the VCRC mutually agree to the following terms and
conditions:
I. VCRC's RESPONSIBILITIES
A. Coordinate with all telephone providers to route 211 calls to VCRC.
B. Provide all equipment necessary for the performance of this agreement and shall
be responsible for the maintenance of said equipment.
C. Maintain an up-to-date database of community health and human services for
Riverside County.
D. Employ trained Information and Referral Specialists to take calls from the public in
search of services and refer callers to appropriate agencies to meet their needs.
E. Coordinate collaborative efforts to help communities build capacities for meeting
the health and human service needs of the public.
F. Identify gaps in services and inform funders and service providers about those
gaps.
G. Educate the public about available services.
H. Work with the City officials to establish a protocol for non -emergency information
and referral during disasters.
I. Provide annual service reports of information and referral requests from zip codes
within the City limits.
II. THE CITY's RESPONSIBILITIES :
A. Serve as the primary focal point in the community for connecting people with City
department information and referral.
B. Refer callers to appropriate agencies and services to meet their needs, including
Inform Riverside County, a program of VCRC (211 Riverside as of July 1, 2005) as
appropriate.
C. Solicit input from the population served to help shape services, design programs,
and evaluate the impact of services on the community and provide the solicited
information to VCRC.
III. MUTUAL RESPONSIBILITIES
A. The City and VCRC will work together to develop appropriate relationships, and
make every effort not to duplicate efforts.

XI. GENERAL PROVISIONS
A. This MOU constitutes the entire agreement between the parties. No waiver of any
term or condition of this Agreement shall be deemed a continuing waiver hereof.
This Agreement is binding upon VCRC and their successors and assignees.
Except as otherwise provided herein, VCRC shall not assign, sublet, or transfer its
interest in this Agreement or any part thereof without the prior written consent of
the City. Any such assignment shall, at the option of the City, immediately void
this Agreement.
B. Any alterations, variations, modifications, or waivers of provisions of the MOU,
unless specifically allowed in the MOU, shall be valid only when they have been
reduced to writing, duly signed and approved by the Authorized Representatives of
both parties as an amendment to this MOU. No oral understanding or agreement
not incorporated herein shall be binding on any of the Parties hereto.
XII CONCLUSION
A. This MOU, consisting of four pages, is the full and complete document describing
services to be rendered by VCRC and the City including all covenants, conditions,
and benefits.
B. The signatures of the Parties affixed to this MOU affirm that they are duly
authorized to commit and bind their respective agencies to the terms and
conditions set forth in this document.

B. The City and VCRC will make every effort not to approach funders to duplicate
programs that may be provided by partnering agencies.
C. The City and VCRC will strive to educate the community about our individual roles
and missions, and will work to mutually promote our roles.
D. The City and VCRC agree to communicate regularly and nurture our
collaboration, and will ensure that partner networks are included in the
development of appropriate community initiatives.
E. The City and VCRC will work together to develop an effective community plan for
sharing information in local disasters.
F. The City and VCRC will work together closely and build upon the activities of
each. This may involve numerous vehicles such as:
1. Links to connect respective web sites.
2. Participation with 211 Steering Committee meetings.
IV. FISCAL PROVISIONS
A. The City agrees to pay VCRC an annual amount of $ 5,350.15 (41,155(population)
* 13¢) for the services to be performed hereunder.
B. The City agrees to pay annually, unless some other method of payment is mutually
agreed to in writing.
C. VCRC agrees to submit annual invoices to the City.
V. INDEPENDENT CONTRACTOR
In the performance of the obligations under this agreement, it is understood and agreed
that VCRC is at all times acting and performing services as an independent contractor,
and the City shall exercise no control or direction over the manner and means by which
VCRC performs its obligations under this contract, except as herein stated. VCRC will
report to a contract administrator appointed by the City. All persons employed by or
volunteering for VCRC in the performance of VCRC's services and functions shall be
considered employees, volunteers, and agents of VCRC. No person employed or
volunteering for VCRC shall be entitled to a City pension, civil service, or any status or
right, nor shall he or she be deemed to be a City employee as a result of this Agreement.
Additionally, all persons employed by or volunteering for VCRC shall not represent
themselves to be affiliated with the City.
VI. INDEMNIFICATION
VCRC promises and agrees to defend, protect, indemnify, and save harmless the City, its
officers, agents, and employees, from and against any, and all claims, demands, and
liability for damages for personal injury or property damage suffered by reason of any act
or omission of VCRC, or VCRC's employees, volunteers, agents, or contractors, or by
reason of any dangerous or defective condition caused or permitted by VCRC or VCRC's
employees, volunteers, agents, or contractors.
The City promises and agrees to defend, indemnify, and save harmless VCRC, its
officers, employees, and volunteers from all claims, demands, and liability for damages for
personal injury or property damage suffered by reason of any act or omission of the City
or the City's officers or employees, or by reason of any dangerous or defective condition
caused or permitted by the City or the City's officers or employees, except where such
action, omission, or condition is caused by or is the result of an action, omission, or
request of VCRC or VCRC's officers, employees, or volunteers or is alleged to arise out of
the execution of this Agreement.
VII. INSURANCE
A. VCRC shall secure and maintain throughout the contract period and any
extensions thereof, professional liability insurance, public liability insurance,
property damage, and vehicle liability insurance effective as of the effective date of
this Agreement, and shall be protected from claims for damages for personal

injury, including accidental death, as well as from claims for property damage
which may arise from operations from this Agreement. Said insurance shall be
maintained in full force and effect during the term of the Agreement or renewals or
extensions thereof. Such a policy shall be for not Tess than $1,000,000, for
injuries, including accidental death, to any one person and, subject to the same
limit for each person, in an amount not less than $1,000,000 on account for any
one occurrence, and $1,000,000 for property damage, and shall be placed with a
company authorized to conduct business in the State of California. The City shall
be named as an additional insured on all policies and/or certificates of insurance.
Copies of all policies or certificates shall provide for thirty (30) days written notice
to the City prior to any reduction in coverage or cancellation. Such insurance
coverage shall be primary and shall not require any contribution by the City or by
the City's insurance carriers.
The amass of such insurance shall not be deemed a limitation of VCRC's
agreement to save and hold harmless and if the City becomes liable for an amount
in excess of the insurance, VCRC will save and hold the City harmless from the
whole thereof.
B. VCRC shall secure and maintain throughout the term of this Agreement, Workers'
Compensation insurance as prescribed by the laws of the State of California. A
certificate evidencing such coverage shall be filed with the City Manager's Office.
Said certificate shall provide that the City will be given at least thirty (30) days
written notice prior to cancellation.
VIII. TERM
This MOU shall continue through the 30th of June 2006, but may be terminated earlier in
accordance with Section IX.
IX. EARLY TERMINATION
A. For Cause. If either party fails to perform any duties or obligations imposed on it
by this Agreement and such failure continues for thirty (30) days after written
notification by one party to the other, then this Agreement will be in breach and the
party providing such notice may terminate this Agreement immediately thereafter.
B. Without Cause. Either party at any time may terminate this Agreement without
cause upon giving of thirty (30) days prior written notice to the other of such intent
to terminate at the address set out in Section X of this Agreement.
C. Reimbursement of Compensation. If this Agreement is terminated prior to the end
of the term set forth in Section VIII, VCRC shall be compensated on a pro rata
basis.
X. NOTICES
Notices shall be deemed given under this MOU when in writing and personally delivered
or placed in the U.S. Mail, first class, postage prepaid, addressed as follows:

Background:
At its meeting of February 11, 2004, the Public Safety Commission heard a presentation
from Jim Lewis, Chairman of the Technology Committee, and Gary Madden, Director of
Inform Riverside, on the concept of the 2-1-1 community non -emergency telephone number.
The 2-1-1 service is planned to be operational in Riverside County in early 2005.
Currently, people seeking assistance for social services such as housing, temporary shelter,
food, assistance with paying utility bills, etc., contact the Volunteer Center of Riverside
County. The Center then refers callers to the agency best suited to assist them. The 2-1-1
number will streamline the process by which people can get the help they need by providing
a direct Zink to the county social service network with an easy to remember three digit
telephone number. This will ensure that they get help the first time they call.

Inform Riverside County has provided information and referral to more than 150,000 callers in the
last 26 years. Now, instead of having to remember several different numbers, people will need to
know just one: 2-1-1. It's an easier connection to the social service system.

2-1-1 is important for Riverside County
Riverside County is large geographically and is experiencing more than a 30% growth rate over a
10-year period. But growth doesn't alleviate poverty. Affordable housing is actually increasing as
the greatest unmet county need. In 1999, 10.7% of all
Riverside County residents were living below the meager poverty
level and the need for social services is steadily increasing.
For households with children under 5 and
no husband present, the poverty level increases to a whopping 45.1%. Currently,
most people don't know where to call. At least 35% of all calls for help are placed to the
wrong agency. Many callers have already dialed an average of six other agencies before they
reach one that can help.

service agencies and programs. There are hundreds and hundreds of social service
programs in Riverside County. 2-1-1 streamlines the process by which people can get the
help they need by providing a direct link to the county social service network. This will
ensure they can get help the first time they call.
2-1-1 is the direct link to social services
If a house is on fire, call 9-1-1. For assistance in finding a temporary shelter after
a fire, call 2-1-1. Just as 9-1-1 provides the direct access to emergency services, 2-1-1 provides people
direct access to social services. Callers can find assistance getting food, housing, drug treatment or
help to pay the electric bill as easily as they get police help by dialing 9-1-1.
2-1-1 is a critical information system that assists and supports homeland security
and community preparedness efforts.
Following the September 11t terrorist attacks, the 2-
1-1 system proved so effective in states where it had
been implemented. By contrast, in New York, with
no 2-1-1 service, over 400 hot line numbers were
activated leading to confusion and frustration for those who were in desperate need of help.
In Riverside County, 2-1-1 service is planned to
be in operation in early 2005. Until then,. the
same service is available by calling 1-800-464-
1123. You can also access Inform Riverside
County at www.informriverside.org.

County at 800-464-1123 for referral to agencies offering assistance.
Their mission is to connect people with the services they need. The
Center has a data base of over 800 organizations and 2,500
programs that service Riverside County.
Los Angeles will be the first County to implement 2-1-1.
Approximately 35% of calls to 9-1-1 are inappropriate, and a large
portion of those will be offset once 2-1-1 is implemented.
A question was raised as to how calls will be dispatched. Currently
the Volunteer Center of Riverside County provides referral service
Monday through Friday, 8. am - 5 pm., processing approximately
20,000 calls per year. It is expected that once 2-1-1 is fully
implemented county -wide, calls will average 100,000-120,000 per
year.
Most of the calls to the Volunteer Center are for core needs; i.e. food,
utility assistance, jobs, homelessness.
Commissioner Lebel said that although no action was required of the
Commission, he asked for the Commission's support of the 2-1-1
movement by making a recommendation to the City Council.
Chairman Nethery said that the Commission could recommend to the
City Council that it support 2-1-1 in whatever way it deemed
appropriate.
Ms_ Gilligan said that a memo will be sent to the Council indicating the
Commission received the presentation on 2-1-1 and was enthusiastic
and wanted to recommend that if the City was to take a position, it be
one of support. The Commission was in concurrence with this action.
There was discussion about a 3-1-1 non -emergency number. This is
not currently available, and Lt. Thetford will look into this.

services. CVAG's Public Safety and Executive Committees have subsequently endorsed

Mayor Spiegel has asked that this item be placed on the August 26, 2004, City Council
Agenda. The financial contribution by Palm Desert will be $5,350 per year ($0.13 per
resident). This is comparable to the financial contribution made for the Trauma
Intervention Program (TIP) of $5,082 ($0.12/resident, approved by City Council June 24,
2004), a program also available Valley -wide.
Your approval of the following recommendation is, therefore, requested:

CVAG staff referred the 2-1-1 Social Services Hotline program to the Executive Committee for
consideration and action.
The recommendation and subsequent action by the Executive Committee at their August 2"a meeting
is as follows:
That the Executive Committee support the 2-1-1 Social Services Hotline and

By directing callers to one source, people will be provided direct access to social services.
Callers can find assistance getting food, housing, drug treatment, crisis intervention or
help to pay their electric bills. Just as 9-1-1 provides the direct access to emergency
services on a 24-7 basis, 2-1-1 will also provide people direct access to social services on
a 24-7 level.
Currently, there are hundreds and hundreds of social service programs in Riverside
County. But which one do you call for what? The 2-1-1 Hotline can provide information
on flu shots, evacuation routes, help to crime victims, travelers aid,' help to non-English
speaking people on comprehensive health and human service information, rural relief,
inventory of shelter beds for homeless, reporting scams aimed at the elderly, assistance
to local governments, parent support and education.
The 2-1-1- provides an outlet for the non -emergency calls that can flood 9-1-1 centers
