Recommendation:
By minute motion: authorize out of state travel for the Transportation Engineer to
attend the Institute of Transportation Engineers (ITE) 2005 Technical Conference
and Exhibit February 27 — March 2, 2005 in Las Vegas, Nevada.
Discussion:
Transportation mobility affects our community's ability to move safely, improve our quality of life,
and the economic productivity of our city. The technical innovations and practical traffic
management information generated at the ITE conference will be critical to transportation
professionals employed by federal, state, regional and local government agencies.
Costs include conference registration at $540, hotel at $600 (4-night stay), and travel costs
including meals, tips, parking, mileage, phone, etc. estimated to be approximately $125 per day
for five days. This accounts for a total of approximately $1,765. Funds are available in Account
No. 110-4300-413-3120.
Therefore, staff recommends that City Council, by minute motion, authorize out of state travel
for the Transportation Engineer to attend the ITE 2005 Technical Conference and Exhibit
February 27 — March 2, 2005 in Las Vegas, Nevada.

Transportation mobility affects our ability to do our jobs, our quality of life and the economic
productivity of our country. In today's environment, our mobility is also important to our safE
security. Increasingly, however, our mobility is jeopardized.
Mobility problems may go by names such as congestion, delay, or unreliability, but, in all ct
management and operation of the transportation system is an attainable and effective strat
improving mobility to meet growing travel demands. In some locations, it may be the only rE
approach.
The management and operation of the transportation system encompasses a range of stra
address varying customers' needs and transportation system characteristics. Additionally,
management and operations is closely related to transportation safety. Fewer crashes imp
operation; better operation results in fewer crashes.
The transportation community is using some of these approaches to address mobility. But
being timid in our approach? Can we push the management and operations of the transpor
system to the next level? Can we do more today to aggressively tackle mobility? If you feel
about these issues and are looking for tools to use in solving your management and operat
problems, you need to attend this dynamic conference.
The ITE 2005 Technical Conference and Exhibit is held in partnership with the Federal Hig
Administration and in cooperation with the National Transportation Operations Coalition, a
associations interested in advocating for dramatic improvement in management and operas

The conference program consists of plenary sessions and four concurrent tracks of sessior
and Transit Operations; System -Wide Operations; Operational Tools and Street Design; ar
Management and Policy Issues. An additional track will address special interest topics and
paper discussions in a roundtable format.

WHO SHOULD ATTEND
The information generated at the conference will be critical to transportation professionals E
by federal, state/provincial, regional and local government agencies, consulting firms, univE
manufacturers as well as community activists and policy decision -makers.
PROFESSIONAL DEVELOPMENT HOURS (PDHs) and CONTINUING EDUCATION UNI
(Attendees may now earn CEUs)
ITE offers continuing education and professional development activities to keep transportal
professionals on the cutting edge of the industry. ITE provides opportunities for gaining nev
knowledge, maintaining professional competency and meeting state/provincial registration
requirements for P.E./P.Eng. licensure and Professional Traffic Operations Engineer TM (PT
certification renewals. ITE is an International Association of Continuing Education and Trait
(IACET)- authorized provider of CEUs and follows the National Council of Examiners for Er
and Surveying (NCEES) Continuing Professional Competency and Guidelines for assignmi
determination of professional development hours (PDHs). Attendees have the opportunity 1
PDHs or CEUs for sessions, seminars and technical tours.
• Technical Sessions: 1 PDH/0.1 CEU for each hour of session attendance or present
total of 1.5 PDHs/0.15 CEU per session;
• 1 PDH/0.1 CEU for each hour of seminar attendance;
• 1 PDH/0.1 CEU for each hour of seminar presentation;
• 1 PDH for each hour of participation in a technical tour; and
• 10 PDHs per paper published as part of the 1TE 2005 Technical Conference and Ex,
Compendium of Technical Papers.
Note: Technical tour participation and paper publication do not qualify for CEUs.
In compliance with ITE's IACET accreditation, successful completion of continuing educatic
must be verified and recorded by ITE for each participant. Successful completion of an ITE
training opportunity requires confirmation of participant attendance, successful completion
learning assessment and submission of a completed training evaluation form.
As an additional service, ITE hosts the Professional Competency Record Keeping System
site at www.ite.org/pdrks. The report created by the system conforms to the guidelines set •
