REQUEST: CONSIDERATION TO APPROVE THE PROPOSAL BY BILL
WARE FOR THE MURAL IN COUNCIL CHAMBER

Recommendation:
By Minute Motion:
1) Concur with the Art in Public Places Commission to approve the proposal by
Bill Ware for the mural in Council Chamber. 2) Approve funding in the amount of
$16,800 from AIPP budget account #436-4650-454-40-01 and $5,200 from AIPP
budget account #240-4650-454-33-72.
Executive Summary:
The Art in Public Places Commission unanimously approved the proposal by Bill
Ware for the mural in the Council Chamber at its meeting of December 15. The
amount of $16,800 would be taken from the budget #436-454-40-01 and $5,200
would come out of the maintenance budget #240-454-33-72. Mr. Ware is proposing
to repaint the existing mural by adding warmer colors to the desert sand and
mountains, adding clouds to the skyscape, adding spring colors to some of the
foliage, adding desert doves, lizards, and desert blooming flowers to it. He is also
proposing to do restoration work to the panels, which are bowing out from the wall
they are attached to. This is a result from climatic changes in the Council Chamber
over the past 20 years, since they were installed. He would like to invite students to
visit and ask questions about the process and techniques, while he works on the
mural.
Discussion:
Mr. Ware believes the mural could be "freshened" up by repainting it and by adding
the aforementioned elements to it. It would add a more heighten sense of depth and
realism with the colors, vegetation, and animal life. The existing mural is considered
part of the permanent public art collection; as such, it falls within the guidelines to
maintain the artwork with funds from the maintenance budget.
