CALL TO ORDER Chair Larry Saindon convened the meeting at 3:30 p.m. II. ORAL COMMUNICATIONS Chairman Larry Saindon asked for oral communications; none. 1 Housing Commission Minutes December 8, 2004 IV. CONSENT CALENDAR A. MINUTES of the Regular Housing Commission meeting of November 17, 2004 With a motion made by Leo Sullivan and seconded by Carrie McLeod, the minutes were unanimously approved as presented. V. INFORMATIONAL ITEMS A. COMMISSION REPORTS No reports B. SUMMARY OF CITY COUNCIL AND REDEVELOPMENT AGENCY AGENDA ITEMS Janet Moore reviewed the memo provided to the Commission of agenda items and actions. C. RPM MONTHLY STATUS REPORT The Monthly Status Report for November was reviewed by the Commission. Linda Ward suggested that unit types be corrected on the Monthly Status Report at Las Serenas to show the two types of units: one -bedroom and one -bedroom plus den units. D. REPORT #1 - MONTHLY OCCUPANCY AND AVERAGE RENT STATEMENT Report # 1 for October was reviewed by the Commission. E. REPORT #2 - MONTHLY NET OPERATING INCOME STATEMENT Report #2 for October was reviewed by the Commission. F. HOUSING AUTHORITY PROPERTIES UPDATE (JAMES) 2 Housing Commission Minutes December 8, 2004 James Conway reviewed the update on the Housing Authority properties provided to the Commission. James Conway stated a walk-thru took place with Sam Szymanski with the Building & Safety Department to identify ideal locations for handicap ramps and the need for additional handicap parking spaces in accordance with the requirements of the Americans with Disabilities Act. Once staff receives a report from Ms. Syzmanski, a scope of work will be prepared and will go out to bid. Linda Ward addressed the issue with Sevilla Apartments storing trash and unused equipment along the chain -link fence in direct view of Las Serenas tenants. James Conway will forward this issue to Code Compliance. The Thanksgiving luncheon was discussed that is put on by the staff of Las Serenas and Catalina Gardens at those communities and the Commission agreed that a thank you letter should be extended to the staff of both properties from the Commission. VI. NEW BUSINESS A. Election of Officers Rec: By Minute Motion: A nomination was made to elect Roger Dash as Chairman and Jane Turner as Vice -Chair. Jane Turner accepted the office to which she was elected; Roger Dash was not present to accept. Action: Motion was made by Linda Ward and seconded by Leo Sullivan to elect Roger Dash as Chairman and Jane Turner as Vice Chairman commencing January 2005 for a term of one year. B. One Quail Place Tree Consulting This item has been pulled from the Council agenda, and therefore staff is postponing this item until further notice. Leo Sullivan asked if a report had already been done at One Quail Place regarding possible removal and replacement of trees. Janet Moore 3 Housing Commission Minutes December 8, 2004 responded a plan was prepared to remove some of the trees, however, not all trees addressed at that time were removed. Discussion followed as to the process of requesting qualifications for professional services and consulting services. C. RPM Agreement for Property Management Services Rec: By Minute Motion: That the Palm Desert Commission forwards recommendation to Housing Authority to approve a contract with RPM Company to provide property management services to nine Housing Authority properties. Action: Motion was made by Carrie McLeod and seconded by Leo Sullivan to forward recommendation to the Palm Desert Housing Authority Board to approve a contract with RPM Company to provide property management services to nine Housing Authority properties. Leo Sullivan inquired as to the process of adding future acquisitions by the Agency to the contract. Janet Moore stated that it would depend on the type of work requested of RPM at the time of acquistion. Discussion followed with clarification to the monthly fee entitled to RPM per occupied units as depicted in the agreement. VI1. CONTINUED BUSINESS VIII. REPORTS A. HOUSING AUTHORITY NEWSLETTER (DECEMBER) Newsletters were reviewed by the Commission. B. HOME IMPROVEMENT PROGRAM UPDATE An update on the Home Improvement Program was provided to the Commission for review. Bryce White reviewed the new formatted update and reported 12 properties that 4 Housing Commission Minutes December 8, 2004 are in the various stages of the process. James Conway stated that staff met with two non-profit firms for consulting services to oversee the construction process of the program. C. PALM VILLAGE APARTMENTS The project is out to bid and will close on January 14'. Bryce stated he anticipates bidders this time around as he met with two contractors who have shown interest in the project. D. CATALINA GARDENS/PUEBLOS COMMUNITY ROOM An update was provided to the Commission for review. Dave Yrigoyen reported that this project is scheduled to go out to bid on December 13th, with an opening bid date of January 12, 2005. E. FIRST TIME HOMEBUYERS PROGRAM/PHASE II 18-ACRE SITE UPDATE The program is continuing revisions and will be reviewed by our legal counsel and Carre McLeod. Dave Yrigoyen reported that the Planning Commission approved the Tract Map for the 18 Acre Site at its December 17th meeting. He noted that the project received favorable comments by the Commission. The next action will be the final approval by the Council. F. DESERT ROSE UPDATE J. Moore reported two homes are the process of being resold. At this point, Janet Moore reminded the Commission of the Commission/Committee holiday party on Saturday, December 11, 2004 at Desert Willow. IX. ADJOURNMENT With members of the Housing Commission concurrence, Chairman Larry Saindon adjourned the meeting at 4:21 p.m. The next meeting will be held on January 12, 2005.
