Approve a $39,000 grant to Tot Stop, Inc. for playground and facility upgrades; 2. Appropriate $39,000 from the Child Care Mitigation Fund 228; 3. Authorize City Manager to execute the required agreement. Discussion: Childcare mitigation fees totaling $150,000 were collected from Marriott Residence Inn, Courtyard, and Shadow Ridge. With interest, Fund 228 has grown to $160,846. Although the original condition of approval specified participation in a scholarship program, AB 1600 specifies that impact fees be spent on facility construction or improvements. Tot Stop Inc., submitted a request for grant funding for upgrades to their infant room, playground equipment, and other minor interior improvements. Tot Stop is a for -profit childcare facility that provides infant care, preschool, and kindergarten services. The center is located at the northwest corner of Washington Street and Delaware Place. The facility offers tuition subsidies from a variety of sources. Currently, 15 of the 105 students receive subsidies in the form of scholarships. Grant Page 2of2 July 14, 2005 The grant will assist Tot Stop, inc. in improving the overall safety and learning environment for all students. The specific improvements include the following: • Soundproofing of walls for the infant room. • Two new sand boxes and shade structures for outdoor play. • Replace/enlarge cabinets in five classrooms. • Security system for classrooms and office. The total cost for these upgrades is $39,000 (see attached letter and estimates). Tot Stop, Inc. is considered a reputable childcare facility that has been in operation in the Palm Desert since 1989. The center serves parents that are employed by Marriott Hotels. The facility provides a high level of care/instruction with scholarships and subsidized rates. The funding of the improvements will assist Tot Stop in maintaining their current subsidy programs. If approved, the City Council will authorize the City Manager to approve an agreement with Tot Stop, Inc., which will require the facility to provide documentation of the improvements performed. Preschool and Kindergarten the complete learning experience for your child May 10, 2005 Dear Mrs. Benson, I am writing to you on behalf of the families at Tot Stop Preschool in hopes that we might find a way to better increase our program. We have been in the Coachella Valley for the past 16 years, providing child care and preschool to children of working parents. After many years of operation, our center is now in need of some updating to our classrooms and playground areas. Even with the recent increase in tuition we have found it impossible to raise enough money to improve the safety and quality of our school without causing any unnecessary hardship on our parents. Tot Stop welcomes children of every race, religion, color and socio-economic level. We accept families on the Riverside Office of Education program as well as families who simply can not afford to pay for their families education. At this time, we offer full and part time scholarships to 13 of our 104 families.
