Contract No. C24040 CITY OF PALM DESERT DEVELOPMENT SERVICES STAFF REPORT REQUEST: Authorization to Request Proposals and Approve a Contract for the Emergency Repair/Replacement Work Relating to the Civic Center Playground Equipment. Authorize staff to request proposals for the repair/replacement of the Civic Center Park playground and equipment. 2. Authorize the City Manager to approve a contract with the lowest responsive bidder in the amount not to exceed $130,000, plus a 10 percent contingency for the emergency repair/replacement work related to the Civic Center playground equipment. Discussion: On June 23, 2005, the Civic Center playground and equipment for children ages 5 to 10 was damaged due to fire. The fire caused extensive damage to the existing playground equipment, surface material and shade structure. The origination of the fire is still under investigation, and the Fire Department will provide a full report once the investigation is complete. The cost to repair the damage is estimated at $100,000. In order reduce the down time for the playground area and to expedite the repair and replacement work, staff is requesting authorization to proceed with the bid process and enter into contract with the contractor providing the lowest qualified proposal. Staff had planned to solicit proposals for complete playground renovations in FY 2004-05, and would recommend that while seeking proposals for repair and replacement of the burned playground, that proposals are also accepted for renovation of the playground areas that were not damaged. $100,000 was the Contract No. C24040 Staff Report Civic Center Playground Equipment Repair Replacement Work Page 2 of 2 July 14, 2005 estimated cost to renovate both playgrounds, and would not have included replacement of the shade structures and surface for either playground. Some surface repair would have been required, but not entire replacement. The cost to replace the shade structure and surface area is estimated to be at least $30,000. If this item is approved, the City Manager will be authorized to enter into a contract with the lowest responsive bidder in the amount not to exceed $130,000. It is estimated that the repair/replacement work can be completed by September 2005, as playground equipment requires approximately 6 — 7 weeks for delivery once ordered. Funds for this expenditure are available in Park Fund Account 233. Staff will return to the City Council in August 2005, to request ratification of the City Manger's contract. Therefore, staff recommends that City Council, by minute motion, authorize staff to seek bids for the replacement of the Civic Center playground equipment, and authorize the City Manager to approve a contract with the lowest qualified bidder in the amount not to exceed $130,000, plus a 10 percent contingency.
