Authorize the expenditure to widen the second driveway west of
Plaza Way on El Paseo, and direct staff to prepare construction
documents.

Recommendation:
Authorize the expenditure to widen the second driveway west of
Plaza Way on El Paseo, and direct staff to prepare construction
documents.
Discussion:
The Public Works Department has received complaints from residents regarding the
width of the second driveway west of Plaza Way on El Paseo. The driveway was
inspected by Public Works staff and was found to be narrower than a standard driveway
entrance into a commercial development.
The existing driveway is twenty-five feet wide, which is too narrow for vehicles to enter
and exit simultaneously. When an automobile is waiting to exit the development, it is
difficult for another vehicle to safely enter the development. Sometimes, thirty-foot
trucks enter or exit the development, which makes it even more difficult for vehicles to
pass. The solution is to expand the entrance by ten feet to make the driveway thirty-five
feet wide.
The widening of the driveway would impact two private property owners. The property
owners were contacted about the possibility of participating in the funding of the
improvements. One property owner grudgingly agreed to consider the possibility, while
the other vehemently opposed any financial contribution for the improvements. Both
owners indicated a willingness to sign a temporary construction easement to allow the
City to make the improvements without a financial contribution from the private property
owners.

Because of the private property owners' apparent unwillingness to contribute financially
towards the project, the expense would be borne solely by the City. The work will
require the relocation of a fire hydrant, the removal of a pine tree, and possibly removal
of a robusta palm tree. The improvements are expected to cost approximately $40,000.
Public Works staff agrees that the driveway should be widened, but with the majority of
the work being on private property, the Council would have to authorize staff to do the
work.
Funds exist in the Curb and Gutter account number 110-4312-433-3320.
Therefore, staff requests that the City Council authorize the expenditure to widen the
second driveway west of Plaza Way on El Paseo.
