Recommendation: Grant metal halide exception with reduced wattage and light levels as proposed. Executive Summary: The mall parking lot is currently lit with 450 watt high pressure sodium light consistent with our ordinance's goal of protecting the Mount Palomar Observatory. Subsequent to our ordinance's adoption, extensive outdoor lighting in connection with an Indian casino near Mount Palomar has significantly compromised its effectiveness. Westfield is proposing to replace the 450 watt high pressure sodium fixtures (amber light) with 350 watt metal halide (white light) generating a 23% reduction in energy consumption. Although measured lumen levels will drop 46%, overall visibility will increase due to the human eye's ability to more effectively discern color and detail with the white light in comparison to the amber light. The metal halide has been installed on a trial basis north of Denny's and between the parking structure with satisfactory results. The reduced overall lighting level seems to produce less glare. The ordinance allows the City Council to grant exception to the light source requirements if the overall objectives are achieved.
