Discussion: At the April 14, 2005 City Council meeting, Council requested staff to provide a report on storm drain facilities in the area of Freedom Park. Currently, there are no storm drain facilities on Country Club Drive between Cook Street and Washington Street. Each of the developments in this area provides on -site retention of their storm flows; however, many of the country clubs produce runoff nuisance water due to landscape irrigation. The Freedom Park project includes a retention basin in the northwest corner of the park to capture runoff from the park itself and from the residential neighborhood to the west. Staff recently requested the inclusion of a subsurface nuisance water retention system under the proposed soccer field adjacent to Country Club Drive. It is hoped that this system will capture the daily nuisance water and return it to the water table. It is also hoped that this system can help alleviate some of the flooding conditions that were experienced during this past winter's storms. Staff is in the process of developing a request for proposals to update and consolidate the drainage analysis for the entire city, north of Country Club Drive. This study is necessary in order to guide staff to the proper location and sizing of storm drain facilities in the north sphere. Submitted By: Mark Greenwood, P.E.
