Twedt APPLICANT: Public Art Program of the City of Palm Desert DATE: June 9, 2005 CONTENTS: Copies of artist's visual materials Recommendation: By Minute Motion, approve a design fee in the amount of $1,000 for artist, Lynn Basa, to create three design proposals for the mosaic fountain feature at the Palma Village Neighborhood Park. Executive Summary: At its May 18, 2005, meeting the Art in Public Places Commission unanimously approved a design fee of $1,000 for artist Lynn Basa to create three mosaic designs for the water feature at the Palma Village Neighborhood Park. Ms. Basa was given a tour of the site and was extremely excited about creating a mosaic fountain feature for the park. Planning Technician Ryan Stendell, who is responsible for the administration of the park project, endorses the commissioning of Ms. Basa to create designs for the fountain feature. Discussion: The Palma Village Neighborhood Park located on De Anza Way was recently dedicated and opened to the public. The AIPP fees associated with the project are approximately $10,000. Originally, the two small bronze sculptures in the Council Chamber (Proceed with Caution and Untitled — Boy with Frog) were to be installed in the park as part of a water feature. However, it was staffs recommendation to the Assistant City Manager of Development Services that the sculptures should be installed in a more secure environment and not be part of a water feature, which would create additional maintenance expenses for the cleaning of calcium deposits from constant contact of water. This requires personnel trained in specialized maintenance procedures and is very costly. I enjoyed visiting the site with you last week and think it is the perfect spot to create an exquisite, playful jewel of a mosaic and/or terrazzo art work. I have included several examples of recent projects for which I am being considered. Most notably, I am thE! finalist for a 6300 sq.ft. mosaic, terrazzo, and granite ring for the center of the new Indianapolis airport. The way I have worked for the last 15 years is to create drawings for the art work and then subcontract with expert fabricators to produce and install the actual piece. In the case of the Las Palmas Villas Park, I would have the mosaic done by the same studio that has done the floors for Washington National Airport, Orlando Airport, and many other large public spaces. It would arrive in Palm Desert ready to install, either by the mosaic studio or one of your local tile contractors. I would be present for the installation. The amount of mosaic versus terrazzo used would be determined by the budget. Combining terrazzo with mosaic is an ancient technique. It's quite effective decoratively and practically because the terrazzo can be poured right up to the mosaic without having to use divider strips. The entire surface can be ground smooth at the same time. The Flower Mill fragment that I left with you has a rougher surface than what I would propose for this project. However, it does show the singular quality of the hand -cut granite, marble, clay, ano glass tesserae. My terms are a $1000 design fee for three preliminary concepts. Artist's fee for final working drawings, fabrication of art work, travel, and installation of art work would comprise the remainder of tie project budget. Any samples required by the committee will be billed separately. As I understood from our conversation, fountain infrastructure would be covered by the City.
