Recommendation:
1. Instruct staff to proceed with seeking the Request for Proposals for the
competition.
2. Authorize design honorariums of $5,000 each to three finalists to create
maquettes for the Entrada del Paseo art project from budget #436-454-30-
10.
Executive Summary:
Reuel Young of Interactive Design gave a presentation to the Art In Public Places
Commission regarding the aspects of the public art component for the Entrada
del Paseo project. The Commission agreed that his philosophy should be
incorporated into the RFP, which will be sent out to artists. At its May 18, 2005,
meeting, the Commission unanimously approved the Request for Proposals for
the Entrada project in the amount of $250,000.
The vision takes into account the purpose of the new Visitor Information Center,
who will be suing it and creating an educational experience by tying the project to
the Information Center and park environment. Visitors would be led through the
park with a series of progressive art elements that incorporates the park
environment, geography, and historical aspects of the local area.
Three artists will be selected by the Art in Public Places Commission to create
maquettes for the Entrada del Project, which will be presented to City Council for
final selection and artist.

Discussion:
The following public artists that have been recommended to be included in the
competition are:
• Tom Otterness, the Battery Park project in lower Manhattan, New York;
• Jackie Farrara, the walkway and sculpture at the Stuart Collection,
University of California, San Diego campus;
• George Trakas and Doug Hollis have created many projects, both created
pieces at the National Oceanic and Atmospheric Administration's Sand
Point headquarters in Seattle, Washington;
• Jody Pinto, the Fingerspan covered walkway at Fairmount Park,
Philadelphia, Pennsylvania; the newly completed BIG, (Beach
Improvement Group project for the City of Santa Monica, California)
among several other projects that link the natural environment to the man
made environment;
• Terry Allen, for his integrated lead covered talking eucalyptus trees at the
Stuart Collection, University of California, San Diego;
• Ned Symth, the Upper Room, Battery Park City, New York;
• Mary Miss, the South Cove Waterfront, New York;
• Richard Fleischer, the walkways at MIT;
• Brad Goldberg, the Pegasus Plaza and Mimi's Garden, Dallas, Texas;
• Robert Irwin created the gardens at the Getty Museum in Santa Monica
and has developed many other public projects, which create a sense of
place and community;
• Alexis Smith has several public art projects that address the same aspects
of the Entrada del Paseo project;
• Ned Khan, the Children's Garden at the Huntington Botanical Gardens;
and
• Cliff Garten's East End project in Sacramento, California.

The Entrada del Paseo Project
Request for Proposals
The City of Palm Desert's Art in Public Places Commission would like to invite
professional artists to submit Request for Proposals for the Entrada del Paseo
project. The Entrada del Paseo project will be located at the new Visitor
Information Center and throughout the Eric Johnson Memorial Gardens. (Mr.
Johnson was a recognized horticulturist and landscape designer throughout the
Southwest. His innovative and pioneering work included using lush, colorful,
water -efficient plants with native desert plants, earning him the name,
"Landscape Guru" of the Coachella Valley.)
The Art in Public Places Commission is interested in concepts that are sequential
in nature that will lead people from the Visitor Information Center through the
gardens. Subject areas for artists to explore include, but are not limited to the
following:
1. Art that is specific to Palm Desert
a. Honor its history, citizens, development pattern, educate about its
environment, desert, mountain ranges to the south and north, and
geology, i.e. Saber tooth tigers once roamed in the Coachella
Valley, and the San Andreas Fault is only twenty miles from Palm
Desert
2. Art that is children friendly
a. Climbable/touchable
3. Art that integrates with the specific site
a. Complements/enhances the garden
b. Responds to Memory Lane
c. Views of the mountains
4. Art that leads one on an itinerary — through time or space
a. Create a path of discovery through the gardens.
The budget for the Entrada del Paseo project is $250,000. This will include all
costs associated with construction and installation of the artwork(s). Three artists
will be selected by the Art in Public Places Commission to create finished
proposals. Each artist will be paid $5,000 design fee. The three proposals will
be forwarded to the Palm Desert City Council who will select the artist to
complete the commission.
Deadline for proposals is Friday, January 6, 2006. Please include concept
description, resume, visual documentation of previous public art projects, and a
self-addressed, stamped envelope for return of materials.
