REQUEST: APPROVAL OF ESTIMATES AND AWARD OF BID TO
RENOVATE THE KITCHEN AT FIRE STATION NO. 33

Recommendation
By Minute Motion:
1. APPROVE Award of Bid to Pacific Sales (Rancho Mirage, CA), for $14,755.29
for new kitchen appliances for Palm Desert Fire Station No. 33.
2. APPROVE Award of Bid to Mastercraft Kitchens (Palm Springs, CA), for
$25,976.00 for new kitchen cabinetry for Palm Desert Fire Station No. 33.
3. APPROVE Award of Bid to Gurzi Construction (La Quinta/Palm Desert, CA), for
$17,251.00 for general construction services for Palm Desert Fire Station No. 33.
4. APPROPRIATE $57,982.29 from Account No. 231-4220-422-4001 for the Palm
Desert Fire Station No. 33 Kitchen Renovation Project.
Executive Summary
The City Council approved the allocation of $84,000, during the FY 2004-2005 budget
process, to remodel the existing kitchens in the Palm Desert Fire Station (Station No.33)
and the North Palm Desert Fire Station (Station No. 71). This renovation will assist in
accommodating the current, upgraded, staffing levels, as well as to improve the
facilities' efficiency and appearance for station personnel and the general public.
Since this time, the County has indicated its desire to relocate Station No. 71 in the near
future. Subsequently, the City was informed that the Fire Department would not
perform a full renovation of this station's kitchen facility, except for the replacement of
cooking appliances. At the time this report was prepared, final estimates were not
available for these appliances. However, the total price is anticipated to be below the
City Manager's spending authority.
The Fire Department separated the Station No. 33 renovation into three distinct phases,
including new appliances, new cabinetry, and general construction services. Local
vendors provided three estimates for each phase and the Staff recommended bids total
$57,982.29. Please note that the Fire Department indicated their desire to use the
leftover balance for sleeping quarter dividers at Station No. 33. This item will be
brought before the City Council for approval at a later date. Fire personnel will also
demolish the existing kitchen and paint it in an effort to minimize the renovation costs.

Discussion
The Palm Desert Fire Station was constructed over twenty years ago in 1984. An
engine company, Paramedics, and administrative staff originally utilized the station.
Over the years, as service delivery has improved, the staffing level on a daily basis has
grown; however, there have been no improvements to the kitchen, which is one of the
most heavily used areas of the station. This remodel includes closing off a large glass
exterior wall to make the room more energy efficient, as well as provide more storage
area for station personnel. There are currently twenty-eight personnel assigned to the
station, most of whom work 72-hour shifts. The existing kitchen facility is inadequate, in
disrepair, and inefficient for the number of current personnel assigned to it.
During FY 2004-2005 budget discussions, the Riverside County Fire Department
indicated their desire to renovate the kitchen facilities at Fire Station No. 33 and Fire
Station No. 71. The City Council subsequently approved the allocation of $84,000 for
this project. This renovation will assist in accommodating the current, upgraded,
staffing levels and improve these facilities' efficiency and appearance.

they currently indicated their desire to relocate Station No. 71 in the near future.

Please note that the Fire Department recommends the selection of Mastercraft,
although Home Depot was the lowest bidder. As Home Depot's estimate indicates, they
could not provide an exact estimate for cabinetry installation and for the countertop
product. Furthermore, the Fire Department indicated that Mastercraft provided a higher
quality product in their estimation.

Please note that the Fire Department attempted to receive additional quotes from Stark
Company, Santa Fe Builders, and RM Construction, but they declined to provide a
construction quote based on their workload.

Local vendors provided three estimates for each phase and the Staff recommended
bids total $57,982.29. City Staff also publicly posted a Notice Inviting Bids and at the
time this report was prepared, has currently not received any additional bids. Please
note that the Fire Department indicated their desire to use the remaining fund balance in
the future, to install sleeping quarter dividers in Station No. 33. This item will be brought
before the City Council for approval at a later date, when estimates are made available.
There should be sufficient funds remaining to complete this project if the Council
approves this request.
