Page Garner, Senior Engineer/City Surveyor APPLICANT: Psomas 1700 Iowa Avenue, Suite 160 Riverside, CA 92507 Attn: Kari Launen, PLS DATE: June 23rd, 2005 CONTENTS: Proposal Recommendation: By minute motion, award Contract #C23930 to Psomas in the amount of $59,830.00 plus a 10% contingency for Bench Mark Leveling and a Precise Citywide GPS Survey, and authorize the Mayor to execute the same. Discussion: It is of high importance to expand, update and verify the surveying control monument network and related informational data in the City of Palm Desert. Public agencies (including our own) and utility companies, developers, engineers, surveyors, architects, and others make constant use of the surveying control network information provided by the City in planning, developing, engineering and construction activities. It is essential for the positioning, horizontally and vertically, of practically every development and capital improvement project. The integrity of the City's published vertical control network needs to be maintained by verifying all monument positions within the network by conducting a precise GPS (Global Positioning System) survey. The Public Works Department first contracted in 1995 to establish a strong vertical control network using precise, conventional survey techniques and equipment which is time-consuming but necessary for the most accurate data. This work was followed in the same year by a GPS survey for monitoring and ongoing verification purposes of the vertical control network. The GPS survey also gave us the northing and easting coordinates (horizontal control) on all of the monuments. Another GPS survey was conducted in 2000. The campaign in 2000 also had another purpose, which was to determine any evidence of ground subsidence from depleting Award Contract for Bench Mark Leveling and Citywide GPS Survey June 23, 2005 Page 2 of 2 water aquifers. The determination was inconclusive in that, although there appeared to be some evidence of ground settlement, the 2000 GPS survey campaign was done by a more precise procedure than in 1995 and there were more technical advances in the five years. The campaign this year will be done to the same procedure as in 2000 for a better comparison. This campaign will show how much each monument has moved (in 3D) from the year 2000. On May 24, 2005 the Public Works Department issued a public notice inviting proposals for Bench Mark Leveling and High Order GPS Survey. Bids were opened on June 10, 2005 at 10:00 AM with the following results: Psomas of Riverside, CA $59,830.00 RBF of Palm Desert, CA $69,000.00 Funding is available in the Public Works Professional Services Account 110-4300-413- 3010. Therefore, staff recommends that City Council award the contract to Psomas in the amount of $59,830.00 plus a 10% contingency, and authorize the Mayor to execute the same. Submitted By: K. We are proposing a team of Psomas staff consisting of experts and professionals who will not only meet, but exceed your expectations by providing the bench mark leveling and high order GPS surveying services requested in the RFQ in a timely and cost-effective manner. For this project, Kari Launen, P.L.S. Psomas' Project Manager, and Ryan Versteeg, P.L.S. Psomas' Project Surveyor, together with our field survey staff will carry out all work from our Riverside office. Upon review of our technical qualifications, you will see that we are able to provide you with the necessary field and office survey staff to meet your needs. In reviewing the resumes, you will note that Psomas has selected a team of key staff members who demonstrate a broad range of recent, specialized experience in performing GPS and vertical control services consistent with the scope and complexity required for this project. Our technical approach and the management of this project will be based on our experience in completing projects of a similar nature over the past 13 years. One of our first projects where we provided High Order GPS Control and Bench Mark Leveling was for the City of Corona in 1992 and the most recent project being the Henderson County Height Modification project, for the National Geodetic Survey and North Carolina Geodetic Survey in North Carolina. Included with this Statement of Qualifications is a cost proposal based on our estimated labor hours and current rates. We have addressed the three major tasks of this assignment and estimated the cost on a per monument basis. The three major tasks we have addressed are: 1. Recovery of all control monuments and installation of additional bench marks. 2. Vertical level runs to tie in new bench marks to existing City bench marks. All work will be completed using digital level runs in conformance with specifications outlined within the RFP. 3. GPS surveys to establish horizontal and vertical control with ties to existing City control. All data will be captured and processed. in conformance with specifications outlined within the RFP. City of Rancho Cucamonga, CA: Survey Manager for horizontal and vertical control for a 42-square-mile area to be used for GIS.base mapping. Psomas was the first survey firm in California to use GPS for this purpose and was awarded the "Project of the Year" award for the surveying and mapping category by the California Council of Civil Engineers and Land Surveyors. Responsible for overseeing the research, reconnaissance, field surveys, boundary analysis, right-of-way mapping, and preparation of land descriptions for this project, which spanned six townships. Southern California Gas Pipeline Expansion, CA: Survey Manager for GPS project control and field surveys for sections of a 75-mile pipeline expansion project in Blythe, Chino, and Moreno Valley. Citywide Comprehensive Survey Control and Monumentation, City of Stanton, CA: Survey Manager responsible for providing surveying consulting services for a City wide mapping and GIS services, including: digital orthographic mapping, survey control, and installation and training of CityGIS2. Survey and Mapping of Lake Shasta Reservoir, CA: Survey Manager, as a subcontractor to Pacific Western Technologies (PWT), for setting and surveying 400 aerial targets for aerial mapping of the entire reservoir. The mapping will be used by the U.S. Bureau of Reclamation to study impact of elevating the dam by six feet. Los Angeles Department of Water and Power, Los Angeles, CA: Survey Manager for a GPS survey application in support of a GIS map development for a web -based GIS application to track the progress of the Department's Y2K project — Supervisory Control and Data Acquisition (SCADA). Aerial Control, City of Santa Clarita, CA: Survey Manager, as a subcontractor to Airborne Systems, Inc., to provide geodetic survey control for 48 aerial control targets using GPS for aerial mapping for the City of Santa Clarita. First Order Primary GPS Control Network, Orange County, CA: Survey Manager for GPS control surveys for the establishment of Primary NAD83 geodetic control for Orange County. Background Mr. Evans has 28 years of professional land surveying experience. He specializes in boundary determinations; topographic surveying including the use of electronic data collection devices; computerized mapping; and right-of-way surveying and mapping. As the Corporate Technical Survey Director for Psomas, Mr. Evans is responsible for developing and monitoring all technical aspects and quality assurance on surveying and mapping projects including freeway and highway routes, right-of-way surveying and mapping, and boundary surveys for public and private agencies. He also manages technical teams that are responsible for developing and implementing new technologies and new procedures for improved production and quality assurance. As a Technical Manager for Psomas, Mr. Evans managed the control and design survey portion of the Long Beach to Los Angeles Rail Transit Line, which included over 300 separate tasks along its 22-mile length. He has also managed several projects for the Southern California Gas Company along their pipeline right-of-ways, providing control and right-of- way survey services. Mr. Evans has been the Data Processing Office Chief for several Caltrans on -call contracts. Caltrans District 8 On -Call Technical Surveying and Right -of -Way Engineering Contract, 08AO604: As the Supervising Land Surveyor and Office Chief, was responsible for the production and supervision of the preparation of all base mapping, right-of-way mapping, acquisition documents, condemnation documents, survey computations, network adjustments and Records of Survey in conformance with Section 8762 of the Land Surveyors Act. Technology used on the survey work included the Real Time Kinematic (RTK) Global Positioning System, digital leveling systems, and digital orthophotography. Jeremy provided quality assurance / control for the survey control network and the DTMs used for volume calculations. Metropolitan Water District On -Call Survey, Mapping, and Related Services, CA: The Cross -Connection Prevention Program has included GPS and conventional field surveying services, as well as office production to prepare topographic mapping. Topographic mapping is being prepared in MicroStation to Metropolitan standards and specifications and is being delivered in both hard copy and digital file formats, which include DGN files, table files, and DTM files. Jeremy has been providing quality control reviews of the topographic mapping. Oleander Avenue / I-215 Storm Drain, Caltrans District 8: Task Manager/Project Surveyor for preparing base maps, right-of-way maps, Record of Survey, and acquisition documents for the required property acquisition. RCTC Measure "A" Project, Riverside County, CA: QA/QC Manager for horizontal and vertical control, GPS, conventional surveys, survey specifications, quality control, and map checking, and completed 70 miles of monumentation and control. The Gas Company Line 6900, CA: Technical Manager, QA/QC for survey and mapping services for a 17-mile, 30-inch gas pipeline through the rolling hills between Romoland and Temecula in Riverside County. The time between the authorization to proceed and the tie-in of the new pipeline was only eight months. The Gas Company Line 6902: Technical Manager for 30 miles of pipeline surveying and plan and profile mapping in Riverside and Imperial Counties. Jeremy was responsible for the research, reconnaissance, field surveys, boundary analysis, right-of-way mapping, and preparation of land descriptions for this project that spanned six Public Land Survey System townships. PSOMAS 10 June 6, 2005 ' \� K Proposal to Provide Services for m, Bench Mark Leveling and High Omer GPS Survey The northerly 12 miles of this project ran through an environmentally sensitive area (desert tortoise) that precluded the use of motorized vehicles for much of the PLSS survey. Jeremy developed field procedures that allowed the surveyors to reconnaissance by foot to the approximate location of a corner, search for the corner monument and, if found, to locate the monument. These procedures minimized the number of trips required to each PLSS corner. In addition, this project ran through the Chocolate Mountain Bombing Range. Arrangements were made with the Marine Corps to provide access to the range for Psomas' surveyors during the times when bombing was stopped. Mr. Evans' team had extremely short periods of time (24 to 48 hours at two week intervals) when they were allowed on the bombing range. Jeremy provided field coordination and procedures that allowed Psomas to accomplish the required surveying within these time constraints and meet the clients' schedule and budgets. Mobil Oil M-70 Pipeline, CA: Technical Manager providing quality assurance/quality control on this 135-mile, $150 million pipeline and right-of-way project. This project had many time constraints and required up to seven field crews. All mapping was performed in an Intergraph GIS environment. PGT/PG&E Pipeline: Technical Manager providing quality assurance/quality control for a 200-mile segment of right-of-way extending from the Oregon -California border 200 miles southward. Psomas managed five survey crews from its project office located on -site. This project involves the design of 19 miles of new sewer and roadway through an existing residential neighborhood. The project is in support of the formation of an assessment district. The project requires a major public information program and outreach to form the assessment district and coordination with the residents on the "look" of the new streets. Designed to be integrated into a seamless network of horizontal and vertical reference points, gravity data, GPS satellites and tracking stations, this proposed National Spatial Reference System (NSRS) with NAVD 88 as its elevation reference would support such diversified uses as: • Precise navigation and aircraft landing systems, such as WAAS and LAAS • Flood plain management and the National Flood Insurance Program • Intelligent vehicle highway systems • Earthquake, volcanic and subsidence research programs • Disaster preparedness and relief efforts • Water transportation infrastructure • Precision agriculture • International boundaries and offshore boundary mapping • Environmental cleanup and ground water monitoring In 2002 Psomas was selected by the National Geodetic Survey (NGS) to perform one of the nations first Height Modernization Surveys in Henderson County, North Carolina.
