REQUEST: Approve four bus shelter designs and authorize the Mayor to enter
into an Agreement with LNI.

Recommendation:
By Minute Motion: (1) Approve the four bus shelter designs as submitted; (2) authorize
the Mayor to enter into a contract with LNI Custom Manufacturing of Hawthorne,
California; (3) approve the inclusion of the Fat Happy Sculptures and expenditure of
funds in the amount of $32,000 from the AIPP Account.
Executive Summary:
Approval of the designs will allow staff and LNI to move forward with the construction
and installation of the four bus shelters along Hwy 111. The completion deadline for
construction and installation is May 2005. The original anticipated installation deadline
was summer 2005. Funds have already been set aside for this project in the amount of
$100,000. The Art In Public Places Commission approved the inclusion of the Fat
Happy Art Pieces at a cost of $32,000.
Discussion:
In 2004 staff originally put out a Request for Proposals; however, no proposals were
received. Staff then approached Council to request approval to negotiate with an
individual firm for the design, fabrication, and installation of the bus shelters designs,
which Council approved. Since that time, staff has been working to find a firm that
would be able to design, fabricate, and install the bus shelters. There were several
companies that were able to produce standard metal and plexiglas fabricated shelters.
However, the City was looking for more of a custom design and a larger shelter than the
standard size.

After considerable time in the search for a company that could provide the services that
the City was looking for, negotiations were made with LNI Custom Manufacturing out of
Hawthorne, California. Since that time, staff has spent its time and efforts in the design
phase. There were some issues with this company in regards to the design as well but
staff was able to work through these issues. The attached four (4) designs are being
proposed for Hwy 111 (East bound: Hwy 111/San Luis Rey and Hwy 111/Cabrillo and
West bound: Hwy 111/Cabrillo and Hwy 111/San Luis Rey). The exact location of each
design is noted on that design page with an attached picture of building(s) in back of
shelter.
One of the bus shelters is proposed as incorporating public art. The Art In Public
Places Commission approved two (2) Fat Happy sculptures to be included as part of the
bus shelter design proposed for the Hwy 111/San Luis Rey (westbound) site (in front of
Verizon) at its meeting of February 16, 2005. (See attached picture(s))
Staff recommends that City Council approve the designs as submitted and authorize
staff to enter into a contract with LNI Custom Manufacturing.
