Recommendation:
By Minute Motion, approve use by staff of recommended firms to
provide Constructability Reviews of various Capital Improvements
Projects.
Discussion:
Constructability reviews are helpful in ensuring cost-effective projects, by
eliminating costly construction mistakes, errors, omissions, or confusing detail on
the design plans. Having these reviews will minimize change orders, claims, and
clarify specification and plan ambiguities.
In the past, when these services were necessary, proposals were generally
solicited on a project -by -project basis. In an effort to eliminate the repetition of
this procedure, the Public Works Department prepared a list of typical services
required in a constructability review. On February 10, 2005, staff advertised a
Request for Proposal.
Eighteen (18) firms responded. Staff reviewed these proposals and based upon
their professional qualifications as well as demonstrated understanding of the
services needed, staff is recommending the following firms:

It is recommended that these firms be determined to be qualified for a period of
one year from City Council approval, with an option for one additional year,
based on mutual agreement by the Public Works Department and the consultant.
Funds are available in the various project accounts for this service.
Therefore, staff recommends that City Council approve the use of Lim
and Nascimento Corporation, Harris and Associates, Coachella Valley
Construction Services, LLC, and Berg & Associates for Constructability
Reviews of various Capital Improvements Projects scheduled for
construction.

Constructability Review
Capital Improvement Projects
Berg & Associates, Inc. is a well -established full service construction management firm
located in southern California since 1980. Our Engineers, Itispeptors and Document
Control personnel have contributed to the successful completion of numerous large-scale
transportation projects. For twenty-five years we have beer managing public works
construction projects with a track record for successful project elivery.
Clients include the Riverside County Transportation Commit sior} for which we have
recently completed construction management of the SR 60 HOV lane construction
project. Work involved demolition, reconstruction, retrofit, widening and new
construction of five (5) bridges, extensive landscape, signaliz Lion, CCTV, and signage
per Caltrans standards.
In the Desert community, we have provided constructibn management for the
Washington/ White water Wash Bridge at Highway 111, federally -funded City of La
Quinta Street Improvements, and previous constructability reviews for the Cities of Palm
Desert, Indio, and Indian Wells.

Berg & Associates, Inc. provides a quick turn -around providing comments and
recommendations in a timely cost-effective manner. For this prpject, Tom Berg shall
perform the duties of project manager, serve a primary evieWer, and shall assign
necessary review tasks as appropriate for structures, utilities, qtities, grading, etc.
Tom Berg, P.E., is known for detailed analysis of plans and kee field reconnaissance.
His extensive experience -- 30 years of managing complex hi hway construction projects
-- has given him a unique and practical knowledge of wo progression, buildability,
construction staging and phasing. His reviews have resulted in documentable cost
savings to the client. Currently located in La Quinta and IPalnR Desert, Mr. Berg is
available to begin the review immediately.

The LAN Team (LAN) is pleased to this response to request for Statement of Qualifications. Enclosed
are three (3) copies of our Statement of Qualifications (SOQ), to provide professional consulting services
for Constructability Review for the City of Palm Desert Capital Improvement Program. We recognize
the importance of this project to the City, and look forward to having the opportunity to provide the City
with our services.
LAN Engineering was founded by principals with over 40 years of combined experience. Founded in
March 1994, LAN has established itself as a leader in the construction of transportation related projects.
Its professional practice is exclusively in the planning, design, and construction management of
bridge/railroad bridge, transportation facilities and freeway/roadway projects. LAN has built a
reputation for outstanding design, technological innovation, strong project management, and strict cost,
schedule and, control. The firm has consistently devised efficient and ,cost-conscious solutions to
complex highway, facilities and bridge problems. Over the past 10 yea s, LAN has been entrusted by its
clients, including Caltrans, the City of Palmdale, the Alameda Corrid r Transportation Authority, San
Bernardino Associated Governments, the County of Orange, and other ajott cities. In approximately 10
years, LAN, as Prime Consultant, has successfully completed over 100 design and construction
management projects with revenue of over $50 million.

with complex construction projects that are involving multiple disciplin s. He also has strong knowledge
and hands-on experience with claims analysis and resolution as a former Board of Review Member and
Claims Manager for Caltrans. Through this experience he has the background and experience to assist the
City in ensuring the applicable technical expertise is assigned for each consructability review to ensure
the analysis and comments provided assure clarity, consistency, completnes§ and east of construction.

Coachella Valley Construction Services, LLC (CVCS) is pleased to resbond

Coachella Valley Construction Services, LLC is a company developed to brovi'de project "support to the public
works and private sector" participating in the vast and rapid growth of infrastructure in the Coachella Valley.
CVCS provides services intended to assist the construction sector with Project planning and development.
CVCS specializes and offers the following Pre -bid Construction SUpport Services as part of the
Constructability Review element:
• Detailed Review and Analysis of Design Drawings.
• Detailed Review and Analysis of Referenced Specifications ?nd the Contract Documents.
• Quantity Take -off Verification.
• Construction Budget Review.
• Construction Estimating.
• Construction Scheduling.
• Value Engineering.
CVCS provides questions, comments and recommendations related to the clority, consistency, and thoroughness
of design as it relates to the plans, referenced specifications, contract docu ents, budget estimates, scheduling
and construction. Additionally, CVCS provides an independent document review and plan check making
corrections to confusing, conflicting and/or ambiguous language, construction details, quantities and
construction notes.
Our objective is to review plans and specifications for these potential errors or omissions that may be costly to
the project after the award of a contract, and to bring these to the agencies attention prior to the bidding
process. These "risk reducing services" are intended to assist the agency with project budgeting and project
cost control during the planning stage.
Another service provided by CVCS is "value engineering". During pl n review, value -engineering alternatives
are recommended, related to material utilization and/or methods of construction, relative to their effectiveness,
efficiency, economy and life cycle in today's market prices. This service can prove to be a "cost savings
service" should value engineering alternative options become availabl, to a given project.

construction support services during the construction phase of a project:
Construction Management (Daily Activities).

Project site -visit for contractor and owner interaction to verify Contractor activities and construction
progress as it relates to the project plans, specifications, contract documents, project schedule,
project safety and cleansiness.
• Verification and review of contractor material, labor and equipment utilization.
• Review of daily inspection reports as provided by the prof ct inspector.
• Review of project correspondence including: material su mittpl requirements, project schedules,
weekly schedule up -dates, RFI's, change orders, etc.
• Coordination of participating utility agencies, agency inspEctors and/or representatives to facilitate
construction progress.
Construction Management (Weekly Activities).
• Weekly Construction Progress Meeting with the contractor and).' agency/owner personnel. At these
weekly meetings participants will review an agenda which disc.isses the projects progress relative
to the following items:
• Project schedule.
• Construction activity updates.
• Statement of working days or remaining time for completio.
• Review and response to new and outstanding action items nd/or project concerns.
• Project safety, traffic control, cleansiness and appearance.
Weekly Project Photos are produced to verify contractor ctivities, construction progress, and the
projects commitment to project safety, traffic control, cleansiness and appearance.
Construction Management (Monthly Activities)
• Schedule of Values review and verification.
