CALL TO ORDER Chair Jan Holmlund called the meeting of the Historic Preservation Committee to order at 10:15 a.m. II. ROLL CALL Present: Absent: Jan Holmlund Bob Pitchford Kim Housken Rhonda Rockwell Kent Routh Jim West Also Present: Amir Hamidzadeh, Director of Building and Safety Richard Twedt, Public Arts Manager Hal Rover, President Historical Society Don Graybill Mary Clark, Recording Secretary III. APPROVAL OF MINUTES Committee Member Kent Routh moved to approve the minutes of the February 28, 2005 meeting as written. It was seconded by Committee Member Jim West and unanimously approved 4-0. IV. ORAL COMMUNICATIONS A. CHAIR REPORT 1. Chair Jan Holmlund said that she had another meeting to attend at 11:00 a.m.; therefore, Kent Routh would chair the remainder of the meeting after she left. 2. Chair Jan Holmlund submitted a photo and article of homes on 71705 Painted Canyon Road and 71731 Painted Canyon Road (Snook residences) and indicated these should be added to the list for review. 3. Chair Jan Holmlund reminded everyone of the Historic Preservation Foundation meeting in Riverside, CA on May 12-15, 2005. Committee Member Jim West provided the notes from the Location List Committee meeting on March 11, 2005. One of the key items from the meeting was photos that were taken by Don Graybill. Committee Member West asked Mr. Graybill to discuss the photos he had taken. 2. Mr. Graybill said that he began taking photos of properties listed on the 2005 Unofficial List of Properties and Sites. The photos of the properties listed below were circulated for all Committee Members and Staff to see. #1 — Desert Magazine Building #2 — Randall Henderson Apartments #3 — Palm Desert Community Church #5 — Perryman Homestead #6 — The House That Laughs Built #8 — Shadow Mountain Club #10 — Palm Desert Fire Control Station #12 — O'Dell Ranch #18 — Marion Toole House #28 — Palm Desert Community Library Mr. Graybill asked for direction on the types of photos the Committee wanted to have. It was suggested that for now that all photos he has taken be placed in a file. 3. Committee Member Jim West provided the following documents to Committee Members: a. A list of properties that were designed by Robert Ricciardi, Architect and asked that copies be made for the Committee Members. b. A copy of an early map (1959-1960) of the City of Palm Desert with a street index. c. A biography of Walter S. White, Architect. d. List of John F. Outcault homes. 4. Committee Member Jim West said that they have an official write up of Marian Toole's desert house and wanted to enter it formally for the record. Jim West moved that the final document be made a part of the permanent file and Committee Member Kent Routh seconded the motion. It passed unanimously 4-0. 5. Committee Member Jim West said that we are fortunate to have Albert Frey homes in Palm Desert: Joy House — 73335 Grapevine Road and Pelletier House — 73297 Grapevine Road and are located next to each other. 6. Committee Member Kim Housken provided an update on the houses she is researching. One is the Nina Paul Shumway Home and the Gabby Hayes Home. Committee Member Jim West asked Kent Routh to check and see if the Bergen home still exists. Committee Member Routh indicated he would check to see if the structure still exists. V. OLD BUSINESS A. Report on City's Internal Review Process: Amir Hamidzadeh, Director of Building and Safety indicated he will follow up with the City Attorney to get his comments on the suggested review process. He said that the Planning Department and the Redevelopment Agency wanted the grandfathered list in a memo format to review the "potential" historic locations and provide comments. VI. NEW BUSINESS A. Committee Information Binders — Chair Jan Holmlund said each Committee Member would be given three binders in order to hold all of their Committee information. There are three different colors with three separate categories. Each member needs to check out the binders from Ann in the Historical Society office. When a Committee Member leave the Committee the binders need to be returned. Chair Jan Holmlund indicated that she would like to meet with Mary Clark, Recording Secretary, to go over how files should be set up. B. Committee Member Jim West shared a copy of a book and map of historical sites from Columbus, Indiana. He indicated that this could be an example of what could be prepared for the City of Palm Desert and sold at the Visitor's Center. Richard Twedt, Public Arts Manager, is preparing a new brochure on art collections and offered to the Committee that he would like to include architecturally significant pieces like the Shindler home, Sandpiper, Shadow Mountain, Frey houses, etc. Mr. Twedt said they could also include with the art tour to get the ball rolling. He thought the new brochure would be out October/November 2005. VII. PUBLIC COMMENTS ON ITEMS NOT ON THE AGENDA None VIII. CONFIRM NEXT MEETING DATE AND ADJOURN The Historic Preservation Committee's next meeting is Monday, April 25, 2005, 10:00 a.m. in the City of Palm Desert Administrative Conference Room. Committee Member Kent Routh moved to adjourn the meeting and Jim West seconded the motion. It was passed unanimously 4-0. The meeting adjourned at 11:05 a.m. The Historic Preservation Committee met at the Historical Society for a learning workshop after the meeting.
