IV. NEW BUSINESS
A. Discussion with City Council of Potential Projects and/or Programs
An informal discussion between members of the Committee and participating
members of the City Council was held on the following subjects:
Aztec Road access - it has been getting a great deal of use since the
traffic flow was reconfigured earlier in the school session
Pedestrian Path from the housing development on the west side of
Phyllis Jackson to the school - staff was directed to investigate the
possibility of obtaining this
Left hand turn lane northbound on Cook onto Fred Waring Drive -
staff was directed to investigate the possibility of a reconfiguration of
this intersection with the City of Indian Wells and to discuss with
Public Works staff the possibility of recalibrating the light sequencing
Bus pockets - staff advised that they are installed wherever possible
but at times there is simply no room or the City doesn't have the right
of way to require other public entities or provide owners of property to
provide them
Dip on Highway 111 and Plaza Way - staff was directed to look into
either grating or evening out the dip in this intersection to allow
vehicles to make the left hand turn in an expedious manner
City pool - the City is currently investigating several possibilities to
provide such a facility, including building two new pools at College of
the Desert and making the Palm Desert High School pool available to
the public during the summer months - should this come to fruition
staffing and scheduling would be supervised by either CV Rec or the
YMCA

Golf facilities - Staff was directed to ascertain from Palm Desert High
School why the junior varsity golf team practices at the COD driving
range rather than at the CV Rec facility located off of Cook Street
The manner in which the Coachella Valley Association of
Governments and its various committees operates on issues of
common interests to the cities of the Coachella Valley was reviewed,
along with the function of other regional entities such as the Palm
Springs Desert Resort Convention and Visitors Authority, the
Riverside County Transportation Commission, Sunline Transit
Agency, etc.
The Wal-Mart project scheduled to be constructed at Monterey
Avenue and Dinah Shore was discussed, along with the difference in
interpretation of the printed material provided to the Council prior to
its vote to approve the project was reviewed, including the need for
sales tax revenue to provide public safety services and other needed
programs to the City's residents and visitors
Ice skating rink - the business reasons for shutting down the ice
skating rink at Westfield mall were highlighted, along with a
discussion about the process the Council went through in an attempt
to relocate that facility within the City and the subsequent lack of
success in this endeavor
Kiosk vendors at the Westfield mall - Concerns about the vendors
who own/rent/work at the kiosks located on the lower level of the
Westfield Mall were discussed. Since these vendors are on the
property at the invitation of mall management, it was determined that
anyone who feels uncomfortable should contact the mall's general
manager, Norine Bowen, at 346-2121
Animal Campus - the new $7 million animal campus that is being built
in Thousand Palms was reviewed with regard to the cooperative effort
between Riverside County and the cities of the Coachella Valley
Hillside development and trail closure issues were also discussed with
an explanation of the need for a public educational process to take
place
City newsletters - a stack will be delivered to Palm Desert High School
Counseling offices for use by students who may not receive them at
their residences

Committee Member Nick Asbury commented that the meeting had been
most informative and that he would appreciate receiving this kind of
information about the projects in which the City is involved as well as how
they obtained approval. Councilmember Jean Benson suggested that the
Palm Desert High School newspaper assign a reporter to Palm Desert,
Assistant City Manager Sheila Gilligan suggested that a section be added to
the Committee agenda each month which would provide an opportunity to
a City staffer or Council member to provide an update on specific issues.
Pat Scully added that she will agendize this issue for action at the next Youth
Committee meeting.

VII. INFORMATIONAL ITEMS
Member Nick Talboys presented an overview of the walk for hunger project he is
organizing for Saturday, March 19, 2005, at Palm Valley School in Rancho Mirage,
which benefits FIND. This project is being produced in conjunction with the
requirements for his Eagle Scout status.
Vill. REPORTS AND REMARKS
Ms. Scully congratulated Chairman Hyde on her appointment to the Air Force
Academy.
Chairman Hyde thanked the City Council for their participation and input at this joint
meeting.
