REQUEST: That City Council ratify the City Manager's approval of out-of-state
travel for five firefighters to travel to Palm Desert's Sister City of
Ixtapa-Zihuatanejo, Mexico to provide emergency services training.
SUBMITTED BY: Donna Gomez, Visitor Information Center Manager

CONTENTS: Training Schedule
Recommendation:
By Minute Motion, ratify the City Manager's approval for out-of-state travel to Ixtapa-
Zihuatanejo, Mexico for five firefighters, from May 16-21, 2005, to provide emergency
services training.
Discussion:
At its meeting of April 21, 2005, the Palm Desert Sister Cities Committee approved the
use of up to $5,000 for firefighter training and equipment in our Sister City of Ixtapa-
Zihuatanejo. Fire Chief Ignacio Otero has assembled a team of five qualified
firefighters to travel to Ixtapa-Zihuatanejo and provide specialized training to more than
120 firefighters and tourism personnel (see attached schedule). This program serves
as a follow-up to last year's donation of a fire truck and two ambulances and will
strengthen that community's ability to provide emergency services to its residents and
visitors.
Over the past several months, the Sister Cities Committee partnered with local
firefighters to partake in fund-raising activities specifically designed for this purpose.
Sufficient funds are available in the Sister Cities trust account 610-000-228-2800,
therefore, no additional funding or appropriation is required for this trip.
Although the Committee approved $5,000, it is anticipated that expenses should be well
below that amount and are estimated as follows:
Transportation 5 firefighters X $515.50 $2,577.50
Hotel Accommodations 0
Equipment/Uniforms/Supplies (estimate) $1,000.00
Food 0
Parking $120.00
Total $3,697.50
These reduced costs are the result of negotiated group flights with Alaska Airlines and
the offer of complimentary accommodations from one of the hotel properties that will be
receiving training.

Because the purchase of airline tickets needs to be done well in advance of the next City Council
meeting on May 12, 2005, 1 am seeking your approval of this expenditure in an amount not to
exceed $5,000; Donn_a's report will then be agendized for City Council ratification at its meeting of
all 005.
