Report from Palm Desert Police Department dated 04/27/05 Recommendation: By Minute Motion, ratify the City Manager's approval of the recommendation of the Public Safety Commission to approve the Palm Desert Police Department's proposal to expend approximately $11,728.59 in Cal COPS (Supplemental Law Enforcement Services Funding - SLESF) Grant funding to purchase computer equipment. Discussion: At its meeting of April 13, 2005, the Public Safety Commission considered the attached proposal from the Palm Desert Police Department to expend funds from the Cal COPS (Supplemental Law Enforcement Services Funding - SLESF) Grant to purchase five new computers. This new equipment would replace and update existing computers which are between four and five years old and which are becoming problematic. The Commission unanimously recommended that the City Council concur with the Police Department's proposal to expend approximately $11,728.59 from this grant to purchase the computers. The report was submitted to the City Manager for approval because the need for these new computers was urgent, and the equipment order was pending in conjunction with similar orders from the City of Ranch Mirage and the County of Riverside. GIBSON Director of Finance PRELIMINARY MINUTES PUBLIC SAFETY COMMISSION APRIL 13, 2005 Upon question by Commissioner Nethery as to the position of the courts on this bill, Lt. Thetford responded that the courts had been doing video interviewing for a long time. Ms. Scully added that the bill had not yet gone before the Assembly Public Safety Committee and could be amended between now and September 20, 2005. Commissioner Nethery stated that if this was an unfunded mandate, he would not be in favor. He said he would want to see how it would be funded first. Ms. Scully noted that if the program were expanded to include a Palm Desert location, she was sure the City would have to participate in the funding. Upon further question by Commissioner Nethery, Lt. Thetford stated that he felt it would be fair for the Police Department to pay for part of it through grant funding to support allowing front line law enforcement to stay in the City rather than having to leave the City to provide testimony. Ms. Scully stated that this matter had also been agendized for the next Legislative Review Committee meeting, and that committee was interested in the recommendation from Public Safety Commission. Commissioner Nethery moved to, by Minute Motion, support AB 1127 in concept but with concerns relative to funding and cost of implementation as well as its impact on the City and local police agency. Motion was seconded by Commissioner Butzbach and carried by a 5-0 vote. J. Consideration of Request from the Palm Desert Police Department for Computer Equipment (Item L) Lt. Thetford reviewed the staff report and recommendation. Vice Chairman Lebel moved to, by Minute Motion, recommend that the Palm Desert City Council concur with the Police Department's proposal to expend approximately $11,728.59 in Cal COPS (Supplemental Law Enforcement Services Funding - SLESF) Grant funding to purchase computer equipment. The following report was submitted to the Public Safety Commission on April 13, 2005, whereby they concurred with the Police Department's proposal to expend Cal COPS funds to purchase new computer equipment. This report is being submitted to the City Manager's office for approval due to the fact that the need is urgent and the equipment order is pending in conjunction with similar orders from the City of Rancho Mirage and the County Executive Summary: In 1999/2000, the Palm Desert Sheriff's Station, utilizing various funding sources, purchased numerous desktop computers for the station. Five of the computers that were purchased by Palm Desert were placed in the Sergeant's Office. Since all the computers were purchased with different funding sources, from different contract cities, we have a variety of systems within our station. The sergeant's office currently has a collection of computers that were purchased by the contract cities and the county, which includes the five that were purchased by Palm Desert. The computers are between four and five years old and are becoming problematic. Some do not have sufficient memory or cache to run our current programs and none are equipped with compact disc rewrite capability. Our County Information Technology staff has been reluctant to assist us with computer problems on city owned equipment. Over the years, this has been an issue of debate because the computers do not meet "County Standards." Because of our proximity to Palm Desert, we have utilized city staff as a resource for Information Technology support. This proposal will resolve the issue of responsibility for us and require the County IT staffto provide the necessary support. Our recommendation is to purchase five new computers to replace and update the Palm Desert computers for the sergeant's office through our County vendor. The computers will be purchased through the County via Palm Desert Station funds and it is requested that the Palm Desert Station be reimbursed for this cost via the City of Palm Desert Cal Cops funds. 1 This purchase is being completed in conjunction with similar support that will be provided by Ranch Mirage and the County. It will provide the sergeants with new computers that will directly support the patrol staff who work at the Palm Desert Station. This will provide us with County IT support and relieve the support we receive from Palm Desert city staff. There is approximately $23,000 remaining in this account that was obtained by the city as a one-time grant to be expended exclusively on front line law enforcement services by providing personnel support, equipment, and programs.
