Aquatic Design Group Proposal/Contract
Ratify Staff's Authorization to proceed with a professional design
services contract with Aquatic Design Group for conceptual design
of the City/COD aquatic facility in the amount of $7,500.00, plus a
10 percent contingency.
Staff has met with representatives from College of the Desert (COD) and we have
identified a site for a joint use pool. The site is approximately 2.5 acres and is located
generally at the corner of San Pablo Avenue and Parkview Avenue (See Location Map).
In order to determine if this site is feasible to accommodate an aquatic facility, staff
contracted with Aquatic Design Group of Carlsbad, California, to develop several
conceptual design options for a future aquatic facility. Aquatic Design Group was under
contract with the City to prepare the construction documents for the former COD pool
renovation project. They are well qualified and have previous knowledge of COD's
campus, needs and procedures.
Under the new contract, Aquatic Design group will work with City staff, COD and other
user groups to determine the community's facility and program needs. With input from
the users, Aquatic Design will provide several conceptual designs for this site. Once a
preferred conceptual design is completed, Aquatic Design will provide construction and
maintenance cost estimates. Staff will return to the City Council with a full report and

agreement with COD. Funds for this project are available in Account No. 850-4549-
454-4001.
Therefore, staff recommends that City Council, by minute motion, ratify staff's
authorization of a professional services contract with Aquatic Design Group in the
amount of $7,500.00, plus a 10 percent contingency related to the conceptual design of
the City/COD aquatic facility.

PROPOSAL FOR CONSULTANT SERVICES
1.1 AQUATIC DESIGN GROUP, INC. of Carisbad, California (hereinafter
referred to as "CONSULTANT"), proposes to provide consulting
design services to CITY OF PALM DESERT, (hereinafter referred to as
"CLIENT") for the following project:

1.2 In conformance with the Request for Proposal dated 14 April 2005
as issued by Mr. Martin Alvarez, CONSULTANT shall provide:
SCOPE OF WORK
2.1 CONSULTANT shall prepare a master plan design package as
required for the development of a Multi-Purpose Aquatic Center
located in Palm Deserf, California. Design shall conform with a
suggested site footprint of approximately 2.5 acres.
SCOPE OF SERVICES
3.1 In conformance with the above scope of work, CONSULTANT shall
furnish the following services:
3.1.1 Attend program meetings with City, College, and various
user groups, as identified by CLIENT to determine program
goals for a Multi-Purpose Aquatic Center.
3.1.2 Conduct a site review of the proposed site for a new
aquatic center.
3.1.3 Prepare a detailed design program indicating project
capabilities.
3.1.4 Prepare and present several site plan options for staff
review.
3.1.5 Upon receipt of comments from CLIENT, prepare a
consensus site plan for a new aquatic center.

3.1.7 Prepare a master site plan to include all program elements
as approved by CLIENT. Master site plan to be provided in
24" x 36" format, largest scale possible.
3.1.8 Provide a preliminary development budget, construction
cost estimate and construction schedule for master site
plan.
EXCLUSIONS TO SCOPE OF SERVICES
Economic feasibility study.
Meets and bounds survey/topographic map of site in digital

5.0 COMPENSATION
5.1
CLIENT shall compensate CONSULTANT for services rendered as
follows:
5.1.1 Basic Services: The Scope of Services described above shall
be compensated for on an hourly basis (in conformance
with the rates outlined in Article 5.3, below), plus
reimbursable expenses, not-to-exceed a lump sum of:
SEVEN THOUSAND FIVE HUNDRED AND 00/100 DOLLARS
($7,500.00) .
5.1.2 Additional Services: If requested, additional services will be
billed for on an hourly basis, in conformance with the rates
outlined in Article 5.3, below.
5.1.3 Reimbursable Expenses: All reimbursable expenses shall be
authorized in advance by CLIENT. Reimbursable expenses
will be billed at CONSULTANT's direct cost ond shall include
the following:
.1 Plotting and reproduction expense of Drawings and
other documents.
.2 Special delivery and handling of documents and
correspondence such as courier and overnight
delivery services.
.3 Travel and lodging expense associated with out-of-
, town travel (outside of Southern California).

services performed as an hourly billing in not less than
monthly installments.

6.0 TIME
6.1 CONSULTANT shall prosecute design work in a vigorous manner,

forty-five (45) calendar days, contingent upon receipt of: 1)
authorization to proceed/retainer; and 2) site base sheet
information such as meets and bounds survey/topographic map.
