By Minute Motion, subject to recommendation for approval by the Library
Promotion Committee at its May 18, 2005, Meeting, approve of the
installation of Internet Wireless "Hot Spot" equipment for the Palm Desert
Public Library and authorize expenditure of funds for same in an amount not
to exceed $25,000 from the FY 2004/05 Library Fund Budget, Account
No. 452-4662-454-4001 — funds are available for this purpose and no
additional appropriation is required.
Discussion:
It has been the Library Committee's desire to expand availability of computers and
computer access to the community. In this instance, technology has provided us with an
opportunityto increase availability of computer access without disrupting existing computer
stations or increasing the amount of traffic on the hardwired computer network.
After the Library Committee's Budget discussions in February, where it was proposed that
the Library pursue a Wireless "Hot Spot" for the coming fiscal year (FY 2005/06), County
Library staff solicited proposals for a wireless installation that was focused on a quality
connection and high level of security. They were pleased to receive a proposal from
Integrated Technology, Orange, California, that meets both of these needs. Additionally,
City staff was presented with the information and agreed that the proposal was satisfactory

for these purposes and that the Public Library would be an excellent site to provide
wireless Internet service in Palm Desert. Staff anticipates that the Library Promotion
Committee will welcome the opportunity to proceed with this project ahead of schedule and
will agree to recommend its approval.
Both the City and County would like to move forward with this proposal as soon as
possible. The City's contribution to the project will be to reimburse the amount of its cost
to the Riverside County Library System/LSSI, which will contract for the work and provide
onsite direction to the contractor for coordination with the County Library's computer
system. Staff confirmed with Riverside County Library System Automation Manager
Luther Brady that there is no physical construction necessary for the installation;
components can be placed alongside existing fixtures and no additional authorization is
required.
Due to some line items coming in under projections and carryover from last fiscal year,
funds are available in the City's current Library Fund budget for the project to commence
immediately rather than waiting until after July 1. Therefore, your recommendation for
approval is requested for installation of Internet Wireless "Hot Spot" equipment for the
Palm Desert Library in an amount not to exceed $25,000 from the current fiscal year.
Information Systems Manager Doug Van Gelder will be present at the May 26 City Council
Meeting to answer any technical questions you may have about the system and its
installation.

At its regular meeting of May 18, 2005, the Palm Desert Library Promotion
Committee enthusiastically and unanimously recommended approval of the
installation of wireless Internet "Hot Spot" equipment for the Palm Desert
Library. Staff is in agreement and encourages the City Council to support
this recommendation at its regular meeting on May 26, 2005.
With regard to ongoing maintenance of the wireless system once installed, staff has
confirmed with County Library Automation Manager Luther Brady that any issues that may
arise will be supported by the Library System's Automation Division. There will be no
additional expense for the City in this regard. However, he also pointed out that such a
system is virtually maintenance free and, at any rate, substantially less than the existing
hard -wired applications.

A. REQUEST FOR APPROVAL OF PROPOSED FISCAL YEAR 2005/06
BUDGET
Rachelle Klassen distributed the proposed budget for FY 2005/06 (attached
hereto as Exhibit "A"), and gave a brief overview of each line item. She noted
that within the last six or eight months, the County instituted a mitigation fee
that would give additional monies to County Libraries to help keep their
resources up-to-date. Given those new fees, the proposed budget allotment
for Library materials would remain at $55,000. She said a new line item on
the F 2005/06 bud et was the Installation of Wireless "Hot Spot" Circuitry;

Ms. Manor asked if the "Hot Spot" could remain in the budget for further
investigation, and if funds were not used for this purpose, perhaps they could
be used to improve computer access in the current mode. Ms. Klassen
agreed.
Ms. Kays noted that the County was concerned about security as well. They
also wanted to make certain that the quality and technology was working
properly before they commit to its installation.
Ms. Kermode asked what line item was paying for the mural in the Library.
Ms. Klassen responded that the mural was paid from the Art In Public Places
budget and not from the Library fund.
