Discussion: The City of Palm Desert changes the annual color on the El Paseo Medians, Civic Center Park, the Visitors Center, and Portola Community Center twice per year. In order to ensure product quality and availability, the Landscape Services staff contracts annually with a color grower to produce the flowers. A request for proposals was sent to the current color vendor, as well as other local color vendors; a notice inviting bids was advertised in the local newspaper for eleven days and was posted on the City's bulletin board. EI Paseo: Fall 2005 Delivery date: Week of October 25th, 2005 Civic Center Park: Fall 2005 Delivery date: Week of October 31St, 2005 EI Paseo: Spring 2006 Delivery date: Week of May 8th, 2006 Civic Center Park: Spring 2006 Delivery date: Week of May 8th, 2006 Penaltv: Due to the time sensitive nature of color planting, it is imperative that time schedules are adhered to. The City of Palm Desert shall deduct 5% per day for every day late in the delivery of the contracted color, of the total contract value. Specifications: The City of Palm Desert will require as part of the contract an ongoing "monthly progress report". This report shall include: plant size development (montniy); fertilizer applications frequency and type used: herbicide application (if any) and type used; insecticide application (if any), type used and name of the pest being controlled; fungicide application (if any), type used and reason for use. The contractor shall provide the city of Palm Desert upon request, with information on the type of potting amendment as well as any compost material being used in the production of the color for this contract. !f the grower/contractor performs periodic soil testing, the City will require a copy of this report be attached to the monthly progress report. Under no circumstances will plant growth regulators be used. CI1Y OF Pfll(fl OESERI C� mn[o a rtauro nm All of the aforementioned color shall conform te current nursery industry standards in terms of plant quality, plant and root size. The City of Palm Desert requires a!I color plants be in bud with some calor showing. Plants should fill pots completely with leaves at pot edge or beyond. The City of Palm Desert shall not accept any product that does not meet these requirements as the minimum. Should any product be rejected, the grower is responsible for its replacement of that product at the quality and quantity heretofore expected and contracted for by the City of Palm Desert at no additional cost to the City. Any changes to the color order shal! be requested in writing and shall be authorized by the City representative prior to anticipated delivery dates. It shall be the responsibility of the grower to inform the City in writing of any problems, availability, and delivery changes, as they become know the grower. If you are interested in bidding this color contract for the City of Palm Desert, we are asking that your bid be received in the Public Works Department, Attention: Diane Hollinger, Landscape Specialist, no later that 5:00 p.m. April 29ih, 2005. "Sealed Bid Do Not Open With Regular Mail" needs to be on the envelope. Bids are to include the cost of the annual color, tax as applicable, and any defivery charges in the total amount. The bid should be based on the assumpfion that the annual color requested will be grown from seed.
