1. Approve Change Order No. 2 to Contract No. C23090 in
the amount of $76,054.31 with Cora Constructors for the
construction of the Civic Center Park Pump Station
(Project 720-01)
2. Move $ 7,752.91 from contingency to base
3. Appropriate $68,301.40 from unobligated fund 400 to
Account 400-4674-454.40-01 for Contract C23090.
Executive Summary:
Contract C23090, the new pump station at Civic Center Park, is more than ninety
(90) percent complete. The requested change order includes three additional
changes that require approval to complete this project. These changes are a
control system for the new pumps, installation of a flow sensor and master valve
(completed), and the fabrication and installation of a stairway handrail
(completed). The total cost for these changes is $76,054.61. With approval of this
change order the project can be completed and the new pump station put into
service.

Discussion:
On December 9, 2004, City Council awarded Contract No. C23090, in the
amount of $792,624.00, to Cora Constructors for the construction of the Irrigation
Pump Station at Civic Center Park. A contingency was set aside in the amount
of $79,626.40.
Change order number one (1) was approved by the City Council on June 23,
2005. This change order covered the costs for:
• Existing underground irrigation and utility lines that were not shown
on the construction plan
• Contaminated excavated soil, requiring a special disposal site
• Removal of the primary electrical feed location which was not
indicated on the plans and found during the pad excavation
• The use of divers to cap drains in the lakes while pumps were shut
down
Redesign of the pump station roof (presented to City Council on
May 12, 2005)
Change order number two (2) includes the following items:
• The installation of a control system for the new pump system.
• Installation of flow sensor and master valve.
• The fabrication and installation of a handrail at the stairway
entry.
During the design process the electrical design engineer misinterpreted staffs
direction and did not design a pump control system for the pump station.
Once this was discovered, staff contacted the design engineer (The Keith
Companies) and requested that this issue be addressed. The design and
specifications were completed and this change order reflects Cora
Constructor's bid to supply and install the required control system.
The flow sensor and master valve are major components in the pump station/
irrigation controller system and increase both components efficiencies. This
work was a planned extra. The uniqueness of the project required that the
majority of the project be completed before these two (2) components were
installed. Staff had considered this expense and expected to fund the work
through retention funds.

The handrail is an addition required for safety at the entry stairway of the pump
house and was necessitated by the roof redesign covered by Change Order
number one (1).
The described changes will incur a total cost of $76,054.31 with individual item
costs as follows:
1. Pump Control System - $60,166.53
2. Flow Sensor and Master Valve - $12,252.05
3. Handrail - $ 3,635.73
The contractor is more than 90% complete and the approval of this change order
will enable the contractor to complete the project.
Therefore, staff recommends that City Council approve Change Order No. 2 to
Contract C23090 in the amount of $76,054.31, the movement of $7,752.91 from
contingency to base and the appropriation of $68,301.40 from unobligated fund
400 to Account 400-4674-454.40-0 1 for Contract C23090.
