I. CALL TO ORDER
Chair Jan Holmlund called the meeting of the Historic Preservation Committee to
order at 10:05 a.m.

III. APPROVAL OF MINUTES
Committee Member Jim West moved to approve the minutes of the July 25, 2005
meeting with two corrections as follows: Page 2, Item 1, Subcommittee reports —
add word parents as follows: Committee Member Kim Housken opened her
Parent's property.... , and on Page 2, Item 2, change Walter White Home to
Walter White Designed House. It was seconded by Committee Member Kent
Routh and unanimously approved 6-0.
IV. ORAL COMMUNICATIONS
Guest Speakers:
A. Chair Jan Holmlund introduced guest speaker, Janet Hansen, City Historic
Preservation Officer, City of Riverside, Community Development Department
Planning Division. Ms. Hansen discussed the City of Riverside ordinance and
preservation program; both began in 1969 and are one of the oldest in the

State. She provided copies of their current ordinance. In addition, Ms.
Hansen covered what is required to be a certified local government, which is
a federal program managed by the State Office of Historic Preservation. She
indicated that grant money in the amount of $24,000 a year is available to
develop programs in jurisdictions. Ms. Hansen addressed the City of Palm
Desert ordinance regarding the designation of classes 1 through 7 and
indicated that this is an old approach to preservation and should be a section
to be considered for update. The City of Riverside types of designations are
landmark and structure of merit classifications, historic districts and
neighborhood conservation. She provided the following City of Riverside
documents: Citywide Residential Historic District Design Guidelines, Historic
Preservation Element of the City of Riverside General Plan, Cultural
Resources Designation Applications, and Preservation Incentives brochure.
Ms. Hansen answered questions from the Historic Preservation Committee
members on topics of review process; fees, property surveys, and CDBG
grant funds.
B. Chair Jan Holmlund introduced guest speaker, Erin Gettis, Riverside County,
Historic Preservation Officer. Ms. Erin Gettis said she became the Historic
Preservation Officer for Riverside County in March 2005. She indicated that
the County does not have an overall preservation ordinance at this time, but
she can discuss architectural styles and resources. Ms. Gettis said that the
County's jurisdiction is only over the unincorporated areas and is a resource
to the incorporated cities. Ms. Gettis provided and discussed the following
handouts for the Committee: Title 20, Cultural Resources; Drafting Effective
Historic Preservation Ordinances: A Manual for California's Local
Governments; Historic Context Statement; and Riverside County Manual and
Architectural Style Guide. Ms. Gettis pointed out that in 1998 the Riverside
County Economic Development Agency conducted a study of the potential
resources in Riverside County and that if we wanted a copy of the study to
give her a call. She also invited the Committee to the 3rd Annual History
Symposium and Cultural Heritage Celebration on October 29, 2005, Cherry
Valley, California.
V. OLD BUSINESS
A. Committee Member Jim West said that he participated in an architectural tour
in Idyllwild, California on August 20, 2005 and some research done by
members of the Committee was included in the tour book.
B. Committee Member Jim West reviewed and noted changes to the "Unofficial
Current Investigation Site Listing." Mr. West asked the Committee to add to
the list 73061 Joshua Tree Street, John Outcault home built in 1968. In
addition, the following two properties should be investigated: 46260 and
46142 Goldenrod.
C. Committee Member Jim West said that he met with the producer of the film
documenting the architecture of the Coachella Valley and saw some of the

first film footage. Mr. West said the film is going to premiere at the
Annenberg in Palm Springs in February. It is an 80-minute film that will be on
tour around the world, on PBS, and in architectural schools and cultural
institutions, and he received confirmation that there will be more films to
come.
D. Palm Desert Magazine interviewed Committee Member Jim West for an
article in the January issue, and as part of the article they will talk about the
Historic Preservation Committee.
E. Committee Member Bonnie Bowie provided a typewritten list of the names
and addresses of the original people who signed up for the Cahuilla Hills
homesteads (Section 36, Range 5 East, Township 5 South). Ms. Bowie said
she put a question mark next to the names on the list if she was not sure of
the spelling so if anyone had changes to let her know.
F. Chair Jan Holmlund asked Mr. West if there was a way to add another
column to the unofficial list titled "visited by" which would show the initials of
the Historic Preservation Committee member who visited the site, and also
indicate if there is a photograph. Mr. West said he thought that was a good
idea.
VI. NEW BUSINESS
A. Walking Tour Book — Chair Jan Holmlund asked that this item be placed on
the agenda as an action item so that it could be a part of the record that the
Committee approved of the Art in Public Places proposed tour book. Richard
Twedt, Public Arts Manager, was on vacation but left a list proposed
properties with Ms. Holmlund for the Committee to approve and include in the
Public Arts and Architecture. Jan Holmlund and Jim West assisted the Public
Arts Department in developing the list of properties. Ms. Holmlund reviewed
the list for the Committee and corrections were noted.
Action: Committee Member Kent Routh moved to approve the concept of
the booklet and inclusion of architecture, and the list to be approved at a later
date. Committee Member Jim West seconded the motion. It was approved
unanimously 6-0.
B. Chair Jan Holmlund thanked Amir Hamidzadeh, Director of Building and
Safety, for sending a memo to the Public Works and Planning Departments
and the Redevelopment Agency regarding the "Unofficial Current
Investigation Site Listing."
C. Chair Jan Holmlund reminded the Committee that the election of officers
would take place at the September meeting. She indicated that she will be
encouraging Kent Routh, Vice Chair to consider the Chair position. Ms.
Holmlund thanked the Committee for all of their hard work and the wonderful
job they have done.

VII. PUBLIC COMMENTS ON ITEMS NOT ON THE AGENDA
A. Adel Ruxton, Indian Wells Historic Preservation Foundation, indicated she is
grateful for the times that she has come to the City of Palm Desert Historic
Preservation Committee meetings because she has learned so much and
wanted to thank everyone.
B. Hal Rover, President Historical Society, said that he is following the Planning
Commission agendas.
VIII. CONFIRM NEXT MEETING DATE AND ADJOURN
The Historic Preservation Committee's next meeting is Monday, September 26,
2005, 10:00 a.m. in the City of Palm Desert Administrative Conference Room.
Chair Jan Holmlund adjourned the meeting at 12:25 p.m.
