Discussion: At the July 14, 2005 meeting City Council directed staff to review parking conditions on Deep Canyon Road and to consider the need for any additional on -street parking restrictions. Staff has conducted the review and recommends the restriction of on -street (curbside) parking along the entire frontage on both sides of Deep Canyon Road north of Fred Waring Drive after the proposed on -site parking facilities are constructed by Sacred Heart Church Master Plan. As documented in the Sacred Heart Church and School Master Plan traffic study and subsequent addenda, the existing paved parking spaces available on -site at Sacred Heart Church are unable to meet the parking demand during periods of high attendance. Curb parking along Deep Canyon Road currently provides additional spaces for the overflow parking demand. Implementation of the Master Plan will increase the parking supply and will accommodate the vehicles that currently park along Deep Canyon Road. The removal of on -street parking along Deep Canyon Road prior to implementation of the Sacred Heart Church Master Plan is not recommended. Eliminating the on -street parking on Deep Canyon Road, without providing on -site parking at the church in exchange, may spread the parking demand to surrounding local streets including: Moss Rose Drive, Daylily Circle, Coral Bells Circle, Lavender Way, Buttonwood Drive and the neighborhood streets west of Florine Avenue. Install Additional Parking Restrictions Deep Canyon Road Page 2 of 2 October 13, 2005 Once the Sacred Heart Church Master Plan is implemented, staff recommends that on -street parking be restricted on both sides of Deep Canyon Road, north of Fred Waring Drive, including the curb fronting the Church property. The existing condition is less than desirable from a safety perspective and expansion of the Sacred Heart facility will worsen this condition due to increased traffic volumes on the driveways. Restricting curb parking along the Church frontage will improve roadway safety by providing an unobstructed line of sight for drivers exiting the Church parking lots and by providing sufficient space for acceleration/deceleration areas at the Church driveways. The attached Driveway Line of Sight exhibits depict the obstruction of on -street parked vehicles to drivers exiting the Church parking lots. Therefore, staff recommends that City Council, by minute motion, direct staff to install additional on -street parking restrictions on Deep Canyon Road north of Fred Waring Drive after the proposed on -site parking facilities are constructed by Sacred Heart Church Master Plan.
