By Minute Motion:
1. Approve Mario Bartels' design as the public art component for the Lowe's
Development Project located at 35-900 Monterey Avenue.
2. Appropriate $38,000 for future reimbursement, as part of the Art in Public
Places fee component for this project.
Executive Summary:
The Art in Public Places Commission unanimously approved the design by Mario
Bartels as the public art component for the Lowe's Development project at its
meeting of September 21, 2005. The project consists of eight triangular "steles"
or "pylons" each being eight feet tall and approximately two feet wide. Each pylon
will be installed upon a one -foot concrete base. Each face (or side) of the pylons
will have ceramic mosaics in three different designs entitled "Morning Light",
"Evening Light", and "Dreaming Cahuilla Basketry". The first two designs will
reflect the desert landscape and flora and fauna. The third design will reflect the
basketry designs of the Cahuilla Tribe. The artwork will be visible from both
Gerald Ford Drive and Monterey Avenue.

RE: Art in Public Places Project in Palm Desert
Thank you for considering me for your Art -in -Public -Places project. I have completed
several projects in the Palm Desert area, including the `Palm Desert Obelisk' at
Washington and Avenue of the States in 1995, which is, I believe, an inspiration to your
architect. There is a nine foot by seven foot tile mural on the former Home Savings
building at the north west comer of Highway 111 and El Paseo completed in 1988, and
the Cancer Survivors Park in Rancho Mirage at Highway I I I near Frank Sinatra Drive
completed in 1996. 1 enjoy in continuing relationships with influential interior design
and architecture firms and have developed long lasting friendships with colleagues,
especially Michael Kiner Associates of Palm Desert, for whom I will be doing a small
monument sign base next month.
The Coachella Valley is a very beautiful place and my proposal will address the unique
character of this location. I will focus my concept to celebrate the changing light of the
environment, and continue my interest in the history of the Cahuilla Indians, particularly
the woven basket designs.
I am impressed with the architectural form proposed by the architect and sign company,
and can employ my artwork on these intriguing forms. The triangular "pylons" or
"steles" present a unique opportunity to create three distinct surface treatments that I
would like to explore:
1. Morning —Light_ on easterly most face.
Z Evenink Liht on westerly most face.
3. Dreaming Cahuilla Basketry inspiration on back of parking lot side.
An abstraction of specific landscape and flora and fauna features will clad each surface,
creating an artwork that is at once representational and abstract; A celebration of the
many elements that make up life in the Southern California desert.
As you are aware, I work in ceramic materials that are virtually undistructible and easily
maintained, and will retain their beauty in this sometimes harsh environment.
I look forward to developing these concepts further for a successful project.
